Open Call for MREL Officer

Location: Amman, Jordan

Type of engagement: Consultancy role, 18 days/month

Expected start date: As soon as possible, ideally early October

The UK-funded Jordan Security Partnership Programme (SPP) is delivered collaboratively with Jordanian security partners and specifically target areas in the intersection between Jordanian security partners’ asks and UK shared security objectives, in close coordination with international partners. The main beneficiaries of SPP support are the Jordanian Armed Forces (JAF), the Public Security Directorate (PSD) and the National Centre for Security and Crisis Management (NCSCM) and the Central Bank’s Anti-Money Laundering Unit (AMLU). The SPP has been in implementation since April 2025. The programme will run until March 2028.

ASI is seeking a MREL Officer to be part of the Core Team. The Core Team is responsible for managing the programme and ensuring its strategic value, including designing catalytic and demand-led interventions. The MREL Officer works under the supervision of the Deputy Team Leader and MREL Lead and is expected to collaborate effectively with all members of the team. The MREL Officer is overall responsible for data collection, working closely with intervention teams to ensure data collection and reporting protocols and best practices.

Role and responsibilities

The MREL Officer is responsible for the following deliverables during the remainder of the implementation phase:

High-quality monitoring and evaluation of interventions under implementation:

• Conducting pre-implementation briefings to intervention teams on what data needs to be collected and with what tools.

• Design and creation of bespoke Quantitative Data Collection Tools per intervention using Kobo Toolbox, training of teams and oversight of data collection and analysis for all activities such as workshops, training courses and mentoring sessions.

• Qualitative Data collection (Key Informant Interviews): Conducting KIIs and / or Focus Group Discussions as necessary and record comprehensive transcripts by hand in Arabic.

• Generation of PowerBI visualisations and data analysis.

• MREL Forms: Inputting relevant data into the MREL Forms and Integrated MREL system at output and outcome level, against agreed indicators and Progress Markers.

• Compilation of data on conflict sensitivity, Human Rights and GESI.

Timely and high-quality quarterly reporting:

• Lead the compilation of a comprehensive excel document including progress markers, products tracker, training tracker, beneficiary tracker, lessons learnt tracker, and stakeholder engagement matrix.

• Lead the compilation of output level data analysis into narrative quarterly reports to the client.

• Contribute to the drafting of quarterly change stories as outcomes are achieved.

Strategic programme learning and adaptive programming:

• Power BI ToC visualisations: Maintain and update a complex excel database underpinning evidence-based portfolio level ToCs, update visualisations in Power BI.

• Programme learning sessions: Co-facilitate, together with the MEL Lead, strategic learning sessions highlighting key programme lessons to BEA, to happen once or twice a year at least.

• Input on strategic reviews: Periodically as requested by the client.

The MREL Officer is expected to effectively liaise with the Team Leader, Deputy Team Leader, Programme Director and Programme Manager on progress towards the above, as well as proactively reporting any incidents that occur in performing their duties.

Role requirements

The MREL Officer must possess the following attributes:

Essential:

• 5+ years of experience in MREL for international donor programmes, preferably for UK-funded programmes.

• Advanced skills in Excel, Power BI, and Kobo Toolbox (additional data management tools a bonus).

• Strong experience in data collection, creation of feedback forms, MREL visualisations and donor-facing narrative reporting.

• Excellent interpersonal skills, high emotional intelligence, the ability to build trust quickly and engage individuals from all walks of life.

• Excellent attention to detail.

• Dedicated and motivated with a consistent work ethic.

• Excellent skills in English and Arabic, written and verbal.

Desirable:

• Experience working with security sector stakeholders on capacity building programmes.

• Experience in qualitative data collection, e.g. through key informant interviews, focus group discussions, and delivery of qualitative reporting through Change/Success Stories.

• Knowledge of coding languages related to data visualisations on PowerBI and other MEL tools.
