Role Overview
The Strategy Operations Manager is the frontline people manager and functional owner of the Data Analyst and Offers & Reselection teams. The Manager oversees Team Leads and team members and is accountable for the quality, timeliness, consistency, and business impact of determination analysis, arbitrator and IDRE review, offer strategy, reselection strategy, strategic testing, reporting, and related team deliverables.
This role translates the vision and goals established by the Director and Senior Manager into clear team priorities, operating standards, and measurable results. The Manager empowers Team Leads to lead daily operations while retaining ownership of team performance, staffing, training, resources, personnel matters, cross-functional coordination, escalation, and long-term operational growth.
Key Responsibilities
Team Leadership, People Management & Accountability
- Execute the Director’s and Senior Manager’s vision, goals, and priorities across the Data Analyst and Offers & Reselection teams.
- Manage Team Leads and, through them, the broader strategy teams; clarify ownership, expectations, decision rights, and accountability for results.
- Empower Team Leads to coordinate daily workflow, coach associates, manage first-level operational issues, and implement approved priorities without removing their responsibility for day-to-day leadership.
- Conduct performance reviews, establish development goals, provide ongoing coaching, and create growth plans for Team Leads and other team members.
- Oversee hiring, selection, onboarding, staffing, and succession planning to ensure the teams have the skills and coverage needed to meet current and future demands.
- Address formal performance, attendance, conduct, communication, and other personnel matters in coordination with Human Resources and senior leadership when appropriate.
- Identify training, resource, system, and process needs; ensure Team Leads have the guidance and support required to train their teams and maintain standards.
- Promote a professional, accountable, collaborative environment in which concerns are raised early, feedback is acted upon, and team members are supported in developing strong judgment and ownership.
Operational Ownership & Delivery Management
- Own the end-to-end performance and deliverables of both strategy functions, including daily analysis, trackers, dashboards, offer reviews, reselection work, strategic tests, call preparation, reports, and follow-up items.
- Set team-level priorities, service expectations, review standards, escalation pathways, and operating rhythms in alignment with departmental objectives.
- Maintain visibility into workload, queues, deadlines, quality, coverage, and capacity, and direct Team Leads to rebalance work or adjust execution plans when needed.
- Hold Team Leads accountable for timely completion, accurate documentation, effective coaching, proper escalation, and consistent adoption of approved workflows.
- Resolve or escalate bottlenecks, resource gaps, recurring delays, unclear ownership, and process failures that cannot be addressed through routine Team Lead coordination.
- Ensure team records, strategy changes, test parameters, decisions, and supporting analysis are clear, auditable, and maintained in accordance with confidentiality, HIPAA, and documentation requirements.
Data Analysis, Offers & Reselection Oversight
- Oversee analysis of determinations, wins, losses, defaults, reasoning patterns, decision timing, arbitrator and IDRE behavior, insurance carrier trends, case categories, and strategy outcomes.
- Ensure the Data Analyst team produces accurate, practical insights from Power BI, Salesforce, QuickBase, determination letters, trackers, and other approved systems.
- Oversee offer and reselection analysis, including offer outcomes, acceptance patterns, payer behavior, arbitrator tendencies, case-specific factors, and opportunities to improve results.
- Review material findings, recommendations, and emerging risks before they are presented to senior leadership or used to guide broader strategy decisions.
- Ensure significant conclusions are validated across available data sources and that discrepancies, missing information, technical issues, or data limitations are investigated and appropriately escalated.
- Direct the design, implementation, monitoring, and evaluation of approved strategic tests, including clear parameters, volume limits, timelines, controls, documentation, and success measures.
- Translate analytical findings into actionable recommendations that support improved win rates, financial performance, consistency, and broader decision-making.
Leadership Communication, Projects & Cross-Functional Coordination
- Act as the bridge between the Senior Manager or Director and the strategy teams, ensuring leadership priorities are understood, executed, and reflected in team-level plans.
- Provide clear upward reporting on team performance, workload, quality, capacity, staffing, trends, strategic tests, project status, risks, and issues requiring leadership direction.
- Lead mid-level operational and strategic projects that may involve multiple teams, broad workflow impacts, client deliverables, reporting changes, or new strategy initiatives.
- Coordinate with Argument, Offers, Operations, DS, Vetting, reporting, technical, client-facing, and other internal teams when strategy work depends on shared information or aligned execution.
- Interact professionally with company leaders, third-party service providers, IDREs, arbitrators, and other external stakeholders when assigned.
- Participate in and prepare for leadership meetings, strategy discussions, IDRE or arbitrator calls, and cross-functional reviews; present findings, recommendations, risks, and decisions as appropriate.
- Ensure decisions, ownership, deadlines, and required changes from meetings or projects are communicated through the Team Leads and followed through to completion.
Operational Growth & Continuous Improvement
- Develop plans to increase team capacity, improve role clarity, strengthen leadership coverage, and support the long-term growth of the strategy function.
- Evaluate workflows, controls, trackers, dashboards, reporting, automation opportunities, and team structure to identify scalable improvements.
- Identify recurring quality issues, process gaps, data limitations, communication failures, or cross-team dependencies and implement sustainable corrective actions.
- Oversee implementation of approved process and system changes, including documentation, training, adoption, and measurement of results.
- Maintain clear operating procedures and training resources so that standards are consistent, knowledge is retained, and new team members can become productive efficiently.
- Use performance data, team feedback, and operational results to recommend staffing, resource, process, or strategic changes to the Senior Manager and Director.
Key Performance Indicators (KPIs)
- Achievement of quality, accuracy, timeliness, and completion expectations across the Data Analyst and Offers & Reselection teams.
- Effectiveness of Team Leads in managing daily workflow, coaching team members, maintaining standards, and delivering results.
- Quality and practical value of determination analysis, trend reporting, offer strategy, reselection recommendations, and strategic-test results.
- Timely identification and resolution of capacity constraints, workflow bottlenecks, quality concerns, personnel issues, and operational risks.
- Effectiveness of hiring, onboarding, performance management, training, development, and succession planning.
- Clear, accurate, and timely upward reporting and escalation to the Senior Manager, Director, and assigned by leadership.
- Successful execution of cross-functional projects, leadership priorities, process changes, and continuous-improvement initiatives.
- Measurable improvement in team capacity, consistency, accountability, decision support, and strategy execution.
- Compliance with confidentiality, documentation, HIPAA, privacy, and company policy requirements.
Pay Range
$100,000—$150,000 USD
