THE ROLE
The Public Safety and Security Manager is responsible for maintaining a safe, secure, and welcoming environment for guests, clients, employees, tenants, and visitors at the Wilmington Convention Center. This position oversees all public safety operations, security personnel, emergency preparedness programs, and security systems while supporting exceptional guest experiences and successful event execution.
ESSENTIAL DUTIES AND RESPONSIBILITIES
PUBLIC SAFETY AND EVENT SECURITY
- Develop and implement public safety and security plans for all events based on event requirements and risk assessments.
- Schedule, supervise, and direct all full-time, part-time, and temporary security personnel.
- Conduct interior and exterior facility patrols and investigate suspicious activities, safety concerns, and incidents.
- Monitor crowd management, traffic flow, ingress/egress points, and restricted access areas during events.
- Ensure compliance with facility security policies, procedures, and life-safety regulations.
- Respond to emergencies and coordinate appropriate action with law enforcement, fire, EMS, and other public safety agencies.
- Investigate and document incidents, accidents, complaints, and security concerns.
- Provide safety escorts for guests, clients, and employees as requested.
- Attend event planning meetings and collaborate with event managers to ensure appropriate safety and security staffing.
- Serve as Manager on Duty (MOD) as assigned.
EMERGENCY PREPAREDNESS & SAFETY
- Maintain and update the facility's Emergency Action Plan and emergency response procedures.
- Conduct emergency drills, tabletop exercises, and preparedness training programs.
- Coordinate emergency response planning with local law enforcement, fire departments, emergency medical services, and other public safety partners.
- Conduct facility risk assessments and recommend safety and security improvements.
- Participate on the facility Safety Team and assist in implementing corrective actions identified through inspections or incident reviews.
- Ensure compliance with OSHA, NFPA Life Safety Code, and other applicable safety regulations.
- Conduct CPR, First Aid, AED, fire safety, active threat, severe weather, and other emergency preparedness training for staff.
- Ensure routine fire and life-safety inspections are completed and documented.
SECURITY OPERATIONS
- Open and secure the facility as required.
- Manage and maintain all security systems, including access control, key management, badge systems, CCTV, and related technologies.
- Monitor facility access and ensure only authorized individuals enter secured areas.
- Enforce security procedures related to facility protection, crime prevention, and access control.
- Maintain accurate records, reports, logs, and security documentation.
- Coordinate with contractors, vendors, and service providers regarding security-related requirements.
DEPARTMENT LEADERSHIP
- Recruit, train, coach, schedule, and evaluate Public Safety personnel.
- Conduct performance evaluations and provide ongoing performance feedback.
- Lead departmental meetings and communicate expectations, policies, and procedures.
- Allocate staff and resources to support efficient operations and event execution.
- Develop and recommend policies and procedures that enhance safety, security, and operational effectiveness.
- Foster a culture of professionalism, accountability, customer service, and continuous improvement.
CUSTOMER & PARTNER RELATIONS
- Work collaboratively with all facility departments, event clients, contractors, vendors, and public safety agencies.
- Resolve guest, client, and security-related concerns in a professional and customer-focused manner.
- Represent the Wilmington Convention Center in a professional and positive manner at all times.
- Perform other duties as assigned by the General Manager, Assistant General Manager, or Director of Operations.
SUPERVISORY RESPONSIBILITIES
Directly supervises all Public Safety and Security personnel, including full-time, part-time, and temporary staff.
Responsibilities include recruiting, hiring, training, scheduling, coaching, performance management, employee development, disciplinary actions, and ensuring compliance with organizational policies and applicable laws.
SKILLS AND ABILITIES
- Thorough knowledge of security operations, emergency management, and life-safety practices.
- Strong leadership, team development, and decision-making skills.
- Ability to remain calm and exercise sound judgment during emergencies.
- Excellent interpersonal, customer service, and conflict-resolution skills.
- Strong organizational skills with the ability to prioritize multiple tasks and deadlines.
- Ability to prepare reports, conduct investigations, and maintain detailed records.
- Ability to operate security technology, CCTV systems, access control systems, radios, fire alarm systems, and related equipment.
- Ability to establish and maintain effective working relationships with law enforcement, fire services, emergency responders, clients, staff, and the public.
- Available to work flexible hours, including nights, weekends, and holidays.
- Excellent verbal and written communication skills.
QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
- High School Diploma or GED required.
- Minimum of (5) years safety/security experience working in a supervisory capacity in a public assembly, hotel, or other commercial facility.
- Knowledge of effective emergency response and crisis management.
- Previous law enforcement experience preferred.
- CPR and 1st Aid certification preferred.
- Possession of a valid driver’s license.
COMPUTER SKILLS
- Proficient in Microsoft Office products such as Outlook, Excel and PowerPoint.
