Job Description:
Performs a variety of professional and administrative duties in support of the day‑to‑day operations of a function or program; executes the details of one or more programs with or without oversight from a director or advisor; assists in program planning and development: interprets, monitors, and analyzes information regarding operating policies and procedures: administers budgets; uses independent judgment, and coordinates academic and/or staff personnel matters. Resolves problems that have a significant impact on the overall goals of the department. Excludes nonexempt employees, departmental business officers and positions that can be identified with a specific functional area and code.
PURPOSE
To support the Office of Title III Program Administration through comprehensive assessment, data analysis, program evaluation, and reporting activities that strengthen institutional effectiveness and ensure compliance with federal grant requirements.
POSITION OVERVIEW
The Program Assessment and Impact Specialist is responsible for coordinating, implementing, and analyzing a comprehensive program of assessment, evaluation, and impact measurement for all Title III activities at Bowie State University. This position works closely with the Director of Title III, the Office of Planning, Analysis, and Accountability (OPAA), Activity Directors, and other university stakeholders to collect and analyze data pertaining to performance outcomes that reflect the impact of Title III funds on institutional strengthening.
The Specialist designs measures of success, collects supporting data, and implements a cyclical assessment calendar for all program focus areas. This position also monitors programmatic outcomes, works with Activity Directors to ensure objectives are met in compliance with federal law, collaborates with internal and external evaluators, and disseminates findings through written reports, presentations, and publications.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES
MINIMUM TRAINING & EXPERIENCE
Education: Bachelor’s degree in Business Administration, Education, Data Analytics, or a closely related field required. Master’s degree strongly preferred.
Experience: Minimum of three (3) years of experience in a higher education setting or comparable public service environment, with demonstrated expertise in grant or account management, assessment, evaluation methodology, and institutional effectiveness.
CONDITIONS OF EMPLOYMENT
Typical office and professional working conditions. Traversing the campus as needed. Work is performed under the Title III Grant funded contract terms outlined above and is subject to federal grant compliance requirements.
