SUMMARY:
The Mayor's Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
Within OMB, the OMB Managed Grants (OMG) Task Force works with City, State, and Federal agencies to pursue and manage critical federal funding for City agencies. The Data & Systems Unit within OMG is responsible for governing the City’s grants Management System (GMS), as well as several ancillary City, State, and Federal systems that contribute data as part of the larger recovery effort.
The Analyst will critically support the Unit Head to stand up new policies and procedures for managing the Task Force’s vast data infrastructure, to solicit recommendations for improvements to existing systems, and to build out additional functionality to enhance system operation, reporting, and revenue collection. Additionally, this new team member will be responsible for carrying out ad hoc systems and data pipelines to improve the overall efficiency of the task force’s systems.
Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least three years.
JOB DESCRIPTION:
The duties of the position include the following: - Develop, maintain and improve the division’s data pipelines and workflows for OMG’s Task Force’s Systems. - Develop a comprehensive understanding of the City’s financial data and database architecture, establish rigorous documentation standards for all data models, infrastructure, and workflows. - Serve as a Quickbase subject matter expert to drive system administration, implement data governance protocols, and automate cross-platform integrations. - Build & maintain tools to make data & information readily accessible to technical and non-technical stakeholders. - Conduct analysis of data related to the City’s budget, spending, revenue, and grant processes. - Collaborate with internal teams to identify needs, develop solutions, and implement them. - Provide technical consulting and strategic data solutions to cross-functional internal teams. - Design and implement rigorous data quality protocols to ensure accuracy, governance, and system adequacy. - Develop relationships with IT, FISA, other City agencies, federal partners, and vendors to enhance data-sharing.
QUALIFICATIONS:
- Background in Data Analysis, Data Engineering, Information Systems, or related fields. - Must possess a strong expertise in data engineering, in particular building, automating, and optimizing ETL processes. - Proficiency in Python, SQL, and Apache Spark to process large-scale datasets (i.e., CSV, Parquet, Delta Lake formats) and build data pipelines. - Strong experiences with integrating data systems and automating workflows using APIs and webhooks. - Experience in designing and implementing data models, particularly in establishing table-to-table relationships. - Familiarity with cloud-based platforms like Quickbase, Azure Synapse, AWS, Salesforce is preferred. - Strong analytical, organizational, and problem-solving skills with an emphasis on attention to detail. - Strong interpersonal skills, and the ability to maintain working relationships with other teams. - Ability to work independently as a self-motivator and to motivate others. - Ability to work calmly and proficiently under pressure and to adhere to deadlines.
REQUIREMENTS:

Analyst ($77,327): Bachelor's degree in Business, Finance, Economics, Public Policy Analysis/Administration, or a subject related to the specific assignment and a minimum of two years of budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration or a related field; or an awarded Master's degree in Financial Management, Business, Public Administration or a field related to the specific assignment.
