Position Overview

M State is accepting applications for a Director of Workforce Development Solutions. This position is located on the Moorhead campus.

This position exists to provide leadership and management of workforce training and continuing education. The Manager position involves discretion and involvement in the implementation of college policy. The Manager position promotes a positive environment and supervises the staff and functions of the workforce training and continuing education department of M State. Supervisory responsibility includes assigning and controlling flow of work, managing procedures, training employees, hiring and disciplinary actions and performance evaluations. This position serves on the M State Management Team. Customer Service.

On a daily basis, live the mission, vision and values of M State to ensure a positive experience for all students and stakeholders. Service to M State students and stakeholders is a core component of the position and work responsibilities.

Lead the strategic planning of workforce training and development. This includes providing operational management of workforce training and continuing education part-time, weekend, evening and off-campus training, and apprenticeship programs, promoting, enhancing and maintaining all functions and assignments, and implementing policies and procedures that fulfill the philosophy, mission and goals of the College.

  • Utilize project management skills to initiate, plan, execute, control and complete the work of individual and team projects.
  • Monitor, evaluate, modify, add or delete courses.
  • Supervise workforce training and continuing education scheduling, registration and records of attendance and progress.
  • Supervise and manage off-campus delivery sites in addition to the main campus.
  • Provide leadership in maintaining current records to provide accurate information for local, state and federal reporting.
  • Supervise and work with faculty and customized training representatives to keep specialized curricula adapted to the needs of area business, industry partners.
  • Encourage faculty or trainers in the use of alternative teaching methods and deliveries.
  • Observe college safety rules, regulations, and policies to keep division compliant.
  • Supervise the evaluation and review of workforce training programs.
  • Be responsible for formulating and continuing education programs (through advertising, brochures, catalogs and special mailings.)
  • Develop and maintain a comprehensive marketing and business plan for the workforce training and continuing education division.
  • Coordinate the preparation of material relating to workforce training and continuing education offerings for all publications.

Exercise supervisory authority so that applicable labor agreements and plans are equitably administered, and employees will effectively perform assigned job duties to achieve annual objectives.

  • Assess the qualifications of candidates and hire employees to perform job duties to achieve section objectives.
  • Assign employees to work units to meet program objectives.
  • Evaluate employee performance, rewards or disciplines employees and promote, suspend, discharge or change their status according to their performance.
  • Assign job duties, train and direct employees in the execution of job responsibilities to achieve annual work plan objectives.
  • Mediate and adjust grievances of employees according to the requirements of the appropriate contract or plan.
  • Direct the writing of employee position descriptions and approves the establishment of assigned work tasks.
  • Administer applicable labor contracts and/or plans fairly and equitably and in accordance with statewide employer policy.
  • Perform all supervisory tasks in accordance with established equal opportunity/Affirmative Action, non-harassment, and employee safety policies and procedures.

Create and maintain business relationships that can be handed over to the team to increase training sales and revenue.

Administer the Workforce Training and Continuing Education budget.

  • Plan and monitor expenditures to ensure that spending is within the approved budget.
  • Seek alternative funding sources (i.e. grants and donations).
  • Direct staff to maintain accurate equipment/supply inventory records to maximize security and efficient utilization of that equipment/inventory.
  • Grow revenue for the division.

Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner. Frequent travel required, mostly in the M State region during working hours.

  • Serve on the College Management Team.
  • Champion efforts for continuous quality improvement.
  • Participate in federal, state and local associations that influence college trends and resources.

What We’re Looking For

Minimum Qualifications

  • Four years of experience in training or training management, sales, sales management, or related field or equivalent combination of education and experience. A master of business administration degree, organizational leadership, training and development, higher education administration, or related may be substituted for 18 months of experience; a bachelor’s degree in business administration, management, organizational leadership, human resources, training and development, or related may be substituted for 12 months of experience; an associate’s degree in business management, business administration, human resources, marketing, management, or related may be substituted for 6 months of experience
  • Experience supervising staff or providing lead work direction
  • Management skills sufficient to manage multiple projects simultaneously, create clear and attainable objectives, build requirements, oversee the cost, time and scope of projects, manage constraints, and communicate progress and end results
  • Strong ability to cultivate/manage relationships and engage a range of stakeholders
  • Ability to accurately manage budgets, forecast needs, allocate dollars to budget categories and monitor expenditures
  • Effective written and verbal communication skills
  • Valid driver's license

Preferred Qualifications

  • Minimum of three years of experience with staff management and supervision including hiring, work assignments, professional development, performance evaluations, and coaching;
  • Experience designing, developing, and delivering training that engages learners and achieve learning objectives.

Work Shift (Hours / Days of work)

40 hours per week, Monday-Friday, 8 a.m. – 4:30 p.m.
