Job Description:

The Nebraska Department of Transportation (NDOT) is seeking a professional engineer to serve within the Bridge Policy and Quality Section of the Bridge Division. The position will support the development, implementation, and maintenance of Bridge Division policies, design standards, standard plans, specifications, technical guidance, and quality practices in coordination with subject matter experts throughout the division.

The position is intended to serve as a well-rounded technical resource supporting consistent and effective bridge engineering practices across design, construction, inspection, preservation, and asset management. Responsibilities will include evaluating changes to national standards, supporting research and pilot-project implementation, developing technical documents and design resources, and identifying opportunities to improve division policies and processes.

The position will also have assigned responsibility for supporting NDOT’s quality program for fabricated bridge products. This includes supervising the Highway Bridge Fabrication Specialist; coordinating fabrication inspection resources, consultants, documentation, and issue resolution; and supporting nondestructive evaluation and specialized testing activities. The position is not expected to routinely perform fabrication inspection, but will provide program oversight, technical coordination, and policy and standards support for those activities.

Pay range for the Professional Engineer I classification is $36.443 -$53.722 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.

If unable to fill at the Professional Engineer I level, will consider applicants at the Engineer level. Pay rate for this classification is $31.968 per hour.

Job Duties

This position will support the development, implementation, and continuous improvement of Bridge Division policies, standards, quality practices, and technical resources. Key responsibilities include, but are not limited to:

• Bridge Policy and Technical Guidance: Develop, review, update, and maintain Bridge Division policies, procedures, manuals, technical memoranda, design guidance, and other technical documents in coordination with division subject matter experts.
• Design Standards and Standard Plans: Support the development and maintenance of bridge standard plans, standard details, design criteria, specifications, special provisions, calculation tools, and other resources used to promote consistent and efficient bridge design and construction.
• National Standards and Policy Implementation: Monitor changes to AASHTO, FHWA, AWS, ASTM, and other applicable standards and guidance. Evaluate their effect on NDOT bridge practices and coordinate updates to division policies, standards, and technical resources.
• Research and Technical Development: Help identify bridge research needs, evaluate research proposals, monitor active projects, and provide technical feedback throughout project development. Support pilot projects, new-product evaluations, and implementation of research findings and emerging engineering practices.
• Bridge Division Quality Practices: Support the development and implementation of quality practices across Bridge Division activities, including design, evaluation, inspection, technical documentation, and other engineering processes. Assist with reviews intended to improve consistency, documentation, and compliance with established requirements.
• Fabricated Bridge Product Quality: Provide program oversight and technical coordination for quality activities involving fabricated bridge products, including structural steel and precast concrete components. Coordinate inspection expectations, consultant services, documentation, issue resolution, and communication among Bridge Division staff, Materials and Research, Construction, consultants, contractors, fabricators, and producers.
• Supervision and Technical Direction: Supervise the Highway Bridge Fabrication Specialist, establish work priorities, provide technical direction, review significant fabrication concerns, and support development of consistent and auditable fabrication quality practices.
• Nondestructive Evaluation and Specialized Testing: Coordinate or support nondestructive evaluation, specialized bridge testing, structural monitoring, sensing technologies, and other advanced methods used to evaluate bridge condition or construction quality.
• Technical Support and Training: Provide bridge engineering support and technical counsel to division personnel and other department stakeholders. Help identify training needs and develop or coordinate technical training related to division policies, standards, quality practices, and emerging technologies.
• Other: Perform other duties as assigned.

Requirements / Qualifications:

Minimum Qualifications:

Professional Engineer I: Bachelor’s degree in an engineering discipline. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at time of employment or be able to obtain such license within 90 days of employment.

Engineer: Bachelor’s degree in an Engineering discipline. Must pass the Fundamentals of Engineering Exam (FE) within one year of employment.

Preferred Qualifications:

• Experience in bridge design, construction, inspection, materials, fabrication, or other related structural engineering work.
• Experience developing or applying engineering standards, specifications, policies, procedures, standard plans, or technical guidance.
• Experience coordinating technical work involving employees, consultants, contractors, fabricators, suppliers, or other stakeholders.
• Experience with engineering quality practices, technical reviews, research implementation, pilot projects, or process improvement.
• Experience supervising employees, providing technical direction, or mentoring engineering staff.
• Familiarity with AASHTO, FHWA, AWS, ASTM, NDOT, or other applicable bridge engineering standards and guidance.

Other:

• Engineer Classification Only - Degree must be from an EAC/ABET or CEAB (Canada)-accredited engineering program OR meet the NCEES Engineering Education Standard. If your degree program has been evaluated by the National Council for Examiners of Engineering and Surveying (NCEES) as meeting the NCEES Education Standard, please attach documentation of the evaluation to your application.
• Must have a valid driver’s license or the ability to provide authorized independent transportation.
• Must be available for occasional overnight travel.
• Regular and reliable attendance is required.

• Knowledge, or ability to develop knowledge in the following areas:Principles and practices of civil and structural engineering, particularly as applied to bridges. Engineering standards, specifications, policies, procedures, and quality practices. Development and implementation of technical guidance, research, emerging technologies, and improved engineering practices. Principles of technical program administration, consultant coordination, and documentation.

• Skills and abilities:Apply sound engineering judgment to technical, policy, quality, design, construction, and inspection-related matters. Interpret engineering standards and technical information and translate them into practical guidance and recommendations. Analyze complex issues, evaluate alternatives, and develop practical and defensible solutions. Prepare clear, concise, and technically accurate policies, standards, procedures, reports, and correspondence. Communicate and collaborate effectively with employees, consultants, contractors, industry representatives, and other stakeholders. Organize and coordinate multiple assignments, establish priorities, maintain appropriate documentation, and follow issues through resolution. Provide technical direction, supervise assigned employees, and support their professional development. Learn new technical subject areas and adapt to evolving standards, technologies, and organizational needs.
