Description of Work

ENCSD is seeking a Business Officer II to support the school's financial and operational management functions. This position works in the school’s business office and assists with budget administration, fiscal management, accounting, financial reporting, grants administration, compliance, and critical business operations. ENCSD is a newly-established state agency requiring additional business management support to meet expanded operational responsibilities. The Business Officer II will work collaboratively with the Business Manager, school leadership, state agencies, auditors and staff to ensure sound financial stewardship and compliance with federal and state laws, policies, and regulations.

Knowledge Skills and Abilities/Management Preferences

Responsibilities include but not limited to:

Assist with the development, administration, and monitoring of school budgets and financial plans.

  • Oversee accounting functions, including budget management, expenditures, reconciliations and financial reporting.
  • Ensure compliance with state and federal regulations.
  • Reconcile approved personnel actions and salary control transactions.
  • Manage the approval of contracts, service agreements, and business-related documentation.
  • Support audits, grant monitoring reviews, and compliance reporting requirements.
  • Monitor and improve internal controls and business processes.
  • Assist with grant budgeting, reimbursement requests, and funding compliance.
  • Collaborate with school leadership, internal department heads and state agencies on fiscal and operational matters.

Candidates should possess the following:

  • Thorough knowledge of governmental accounting principles and financial management practices.
  • Ability to analyze financial data and prepare accurate reports.
  • Ability to establish effective working relationships with employees, vendors, auditors, and regulatory agencies.
  • Proficiency in Microsoft Office applications, particularly Excel.

Minimum Education and Experience

Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role, or an equivalent combination of education and experience.

Preferred qualifications

ASL experience highly preferred but not required (once selected, candidate will attend ASL classed offered by the agency)

Experience working in North Carolina State Government or public education

Experience working in the North Carolina Financial System, FIORI and Integrated Budget Information System (IBIS)
