Description of Work

The Investigations Program Manager has regulatory oversight for designated regions in the state, which includes supervision of Investigations Supervisors who lead teams of Investigations Consultants. This position manages the team activities to assure that Regulatory and Investigations policies and procedures are implemented correctly and consistently. This position communicates and collaborates effectively with DCDEE management, other section and division staff, as well as with other state agencies and partnering agencies. This position also supervises a Lead Investigations Consultant that works closely with Investigations Supervisors and Consultants. This position ensures compliance with North Carolina General Statute 110-85 which declares the State should protect children in child care facilities by ensuring that these facilities provide a physically safe and healthy environment where the developmental needs of these children are met and where these children are cared for by persons of good moral character.

The Investigations Program Manager is home based and supervises staff in one third of the state depending on where the applicant is located. The primary responsibilities of the Investigations Program Manager are the following:

• Provide oversight of investigations of reports alleging child maltreatment and violations of child care requirements in both legal and illegal child care facilities • Coordinate the work in the Investigations Unit along with two other Investigations Program Managers • Provide direct supervision for two Investigations Team Supervisors and one Lead Investigations Consultant • Participate with other section management on staffing cases to determine recommendations related to child maltreatment • Recommend administrative actions against child care facilities when there are substantiations of child maltreatment and/or violations of child care requirements • Develop and monitor corrective actions plans included in administrative actions • Recommend training activities for child care operators to help prevent instances of child maltreatment • Ensure policies, procedures, and resources are available and maintained to assist staff with enforcing and monitoring child care requirements and providing technical assistance • Manage regular communication with unit staff in the form of procedural manual updates, memos, and training resources, etc. in collaboration with other Investigations Program Managers • Ensure unit staff respond to internal and external customers timely and appropriately • Oversee the training and professional development opportunities available to Investigations staff • Participate in regular meetings with Regulatory Services Section management to provide updates and discuss concerns • Coordinate unit activities with Regulatory Services Section and other division sections to assure effectiveness of unit work and consistency in interpretation and implementation of division policies and procedures • Supervise and recommend work groups and focus groups • Work with other state and local agencies organizations, and advocacy groups to promote public awareness of prevention of child maltreatment in child care, integrate the division’s efforts/initiatives, minimize duplication of efforts, and address and resolve areas of mutual concern

Salary Range: $63,927 - $111,871

Recruitment Range: $63,927 - $88,438

  • Experience in child care regulations, child maltreatment investigations in child care, as well as the operations of NC state government.
  • Experience supervising projects and staff is essential for this position.
  • Skilled at establishing and maintaining effective working relationships with unit staff as well as federal, state and/or local agencies, the general public, and child care providers.
  • Experience in interpreting laws and rules as they pertain to child care programs and requirements or child abuse/neglect/maltreatment is essential.

This position is 100% federally funded.

The Division of Child Development and Early Education (DCDEE) implements quality standards for child care and increases access to families and their children across North Carolina. The Regulatory Services Section is the largest section within the Division of Child Development and Early Education with more than 200 employees. The Compliance Branch within the Regulatory Services Section includes the Investigations Unit, that has three Program Managers, three Lead Investigations Consultants and six teams with a Supervisor and four Investigators on each team.
