The Strengthening Infectious Disease Detection Systems (STRIDES) activity is a U.S. Department of State–funded global health security program implemented by FHI 360, with PATH as a core sub-contractor. STRIDES strengthens surveillance, detection, and analytical capacity across human and animal health. In the Philippines, STRIDES works in high-risk provinces across Luzon, Visayas, and Mindanao in support of the Department of Health (DOH), the Research Institute for Tropical Medicine (RITM), and subnational health authorities, who lead and own the systems being strengthened.
PATH seeks an AMR Surveillance Assessment Consultant to conduct a rapid, evidence-based assessment of antimicrobial resistance (AMR) surveillance and reporting practices in selected provinces, and to translate the findings into prioritized, actionable recommendations. The consultancy is advisory and analytical: the consultant assesses and recommends; implementation of any resulting reforms rests with government counterparts and the wider STRIDES team. The consultant will:
1. Conduct a rapid assessment of AMR surveillance and reporting practices in selected provinces, identifying gaps in data completeness, timeliness, and platform use.
2. Based on the findings, develop prioritized recommendations for AMR data management, antibiogram development and training, and inter-facility data review to strengthen AMR surveillance and reporting.
