The position supports the development and implementation of strategic initiatives for WVUHS government relations by assisting with the creation of comprehensive program plans and projects for key organizational initiatives.

Responsible for leading a project team (or teams) on organizational wide mid-to-low risk projects affecting multiple people within a limited number of areas/departments May also be responsible for overall project management of smaller scale projects.

Responsible for planning, directing and coordinating all aspects of Government Relations projects. This includes, but is not limited to, project work plan development & management, project plan reporting, issue tracking, scope development & management, project cost, resource & time management, project communications and project risk management. Collaborates with Marketing, Legal, hospital leadership and institutes.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelor’s Degree in Business Administration, Communications, Education, Finance or related field.

EXPERIENCE:

1. Two (2) years of project management experience.

PREFERRED QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Master’s degree.

EXPERIENCE:

1. Certified Associate in Project Management Certification.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. 1. Assists the Government Relations leadership in achieving objectives, supporting government relations initiatives, coordinating approach to national and local organization participation and responding effectively to and organizational needs.

2. Responsible in all aspects of project planning, including timelines, schedules, communications and deliverables

3. Ensures that all government relations activities compliance with local, state and federal regulations and laws governing business operations.

4. Collaborates with the organizational leadership to integrate government relations functions

5. Develops and maintains project scope with assistance from government relations leadership. Develops and maintains project schedule.

6. Responsible for all processes related to the timely and appropriate generation, collection, dissemination, storage, and ultimate disposition of project information.

7. Proactively manages projects to identify potential risks and/or issues and escalates appropriately. Implements and monitors the change control process, and documents and facilitates the outcomes of the change control process for assigned projects.

8. Ensures project status, issues, and successes are clearly communicated to all levels (team, management, stakeholders, etc.), documented and is in accordance with project plan and standards.

9. Participates in pre-engagement preparation and implementation planning, and transition to support. Motivates project team to action. Identifies common themes, makes inferences, and draws conclusions.

10. Manages vendor Project Manager and coordinates with vendor PM to manage vendor resources. Manages vendor invoicing related to assigned projects.

11. Exerts strong influencing skills to impact choices on immediate and long-term decisions. Continual adjustments with stakeholders in a persuasive and positive manner, to keep project on course using win-win negotiation techniques.

12. Utilizes working knowledge of current organization’s versions of desk top software to perform project planning and oversight, for example: Windows, MS Project, MS Office, MS SharePoint.

13. Participate in planning and implementing changes and maintaining and improving productivity through attendance and participation in departmental functions and staff meetings.

14. Supports the development and installation of procedures and controls to promote communication and adequate information flow within the government relations and WVUHS.

15. Provides training and consultative support to others regarding process improvement initiatives.

16. Assists in meeting regulatory guidelines, licensure requirements, and in achieving quality improvement objectives.

17. Establishes and maintains cooperative and positive working relationships with WVUHS department and hospital leadership.

18. Participates in committees, special projects and other duties as assigned.
