Acquisition Liaison

ASI is seeking an Acquisition Liaison to support the Federal Transit Administration's Office of Acquisition Management. The Acquisition Liaison will work at the intersection of FTA program offices and the acquisition organization, helping customers translate mission requirements into complete, accurate, and acquisition-ready procurement packages.

This position is particularly suited for an acquisition professional who understands both the contracting process and the challenges program offices face in developing requirements. The strongest candidate will combine federal acquisition expertise with strong customer engagement, organization, communication, and problem-solving skills.

Requirements and Acquisition Package Development

• Work with program offices to develop complete and acquisition-ready procurement request packages.
• Support preparation and review of acquisition plans and strategies.
• Assist customers with development and refinement of SOWs, PWSs, SOOs, and related requirements documentation.
• Conduct and document market research.
• Support preparation of IGCEs and other cost-estimating documentation.
• Assist with development of evaluation criteria and acquisition milestone documentation.

Acquisition Documentation and Compliance

• Prepare or support Determinations and Findings, Justifications and Approvals, exceptions to fair opportunity, and related acquisition documentation.
• Review acquisition packages for completeness, accuracy, consistency, and compliance before submission to the contracting office.
• Help program personnel understand acquisition requirements, documentation standards, and procurement timelines.
• Identify missing information, potential acquisition risks, and package deficiencies and work with stakeholders to resolve them.

Program Office and Contracting Liaison

• Serve as a bridge between FTA program officials and acquisition personnel.
• Track acquisition actions, funding, milestones, and outstanding requirements.
• Participate in acquisition meetings and working sessions and document decisions and next steps.
• Communicate acquisition status, risks, dependencies, and required customer actions.
• Facilitate timely coordination between program and contracting stakeholders.

Post-Award Support

• Support contract administration, modifications, funding actions, and performance documentation.
• Maintain acquisition tracking spreadsheets and other management tools.
• Assist with contract and order closeout.
• Support reporting and other acquisition management requirements.

Required Qualifications

• Bachelor's degree or higher.
• At least five years of relevant federal acquisition/contracting experience.
• Demonstrated hands-on knowledge of the Federal Acquisition Regulation and federal procurement processes.
• Cradle-to-grave acquisition experience.
• Knowledge of multiple contract types and acquisition methods.
• Experience with IDIQs, BPAs, task/delivery/call orders, purchase orders, and related acquisition vehicles.
• Experience conducting market research and developing acquisition documentation.
• Strong written and oral communication skills.
• Strong organizational skills and ability to manage multiple acquisition actions and deadlines.
• Proficiency with Microsoft Office and familiarity with collaborative tools such as Teams, Google Workspace, and SharePoint.

Preferred Qualifications

• FAC-C Level II, FAC-C Professional, DAWIA, or comparable acquisition training/certification.
• Experience working directly with federal program offices to develop procurement packages.
• Experience with PRISM or comparable federal acquisition systems.
• Experience using GSA market research tools and services.
• Experience with CRM systems.
• Department of Transportation or FTA experience.
• Experience facilitating acquisition planning or requirements-development sessions.

• Helps program offices submit complete, accurate, and procurement-ready acquisition packages.
• Builds productive relationships with both acquisition professionals and program customers.
• Identifies package deficiencies early and works collaboratively to resolve them.
• Keeps multiple acquisition actions organized, visible, and moving toward established milestones.
• Explains federal acquisition requirements in practical language that program personnel can understand and use.
• Reduces rework and improves coordination between program offices and contracting personnel.
