The Federal Sales Director – Grants Management will drive growth for Attain Partners’ grants management services across the federal market. This role will build trusted relationships with federal executives and build company partnerships to shape opportunities and lead the full business development and capture lifecycle—from account planning and pipeline development through proposal submission, award, and transition to delivery.
The Director will position Attain Partners’ capabilities across the federal grants lifecycle, including program strategy and design, pre-award and post-award operations, recipient monitoring, risk and compliance, technical assistance, closeout, data and analytics, organizational change, and grants technology modernization. Working closely with practice leaders, subject-matter experts, delivery teams, contracts, and marketing, this individual will translate agency priorities into differentiated solutions that improve program outcomes, stewardship, and the customer and recipient experience.
Required Skills
- Demonstrated success selling consulting, professional services, technology-enabled services, or managed services to U.S. federal agencies.
- Strong knowledge of the federal grants lifecycle, including program design, pre-award, award, post-award administration, monitoring, compliance, audit readiness, technical assistance, and closeout.
- Understanding of federal financial assistance requirements and policy, including 2 CFR Part 200 (Uniform Guidance) and related agency regulations.
- Ability to build and maintain trusted relationships with senior federal executives, grants and program leaders, acquisition professionals, and industry partners.
- Experience developing federal account strategies, identifying and qualifying opportunities, shaping requirements, and converting opportunities into a measurable pipeline.
- Experience leading capture activities, including win strategy, competitive analysis, teaming, solution development, pricing coordination, win themes, and proposal strategy.
- Experience leading or playing a significant role in compliant, persuasive federal proposal submissions.
- Ability to communicate the value of multidisciplinary solutions that combine grants domain expertise, process improvement, data and analytics, change management, and technology modernization.
- Strong executive communication, presentation, negotiation, and relationship-management skills.
- Ability to collaborate across diverse teams and coordinate multiple opportunities and deadlines in a fast-paced consulting environment.
- Experience maintaining accurate opportunity, pipeline, and forecast data in a customer relationship management system.
- Proficiency with Microsoft Word, Excel, and PowerPoint.
- Bachelor’s degree or equivalent relevant experience.
Desired Skills
- Established relationships within federal grant-making agencies, such as the U.S. Departments of Health and Human Services, Homeland Security/FEMA, Housing and Urban Development, Justice, Education, Labor, Agriculture, Transportation, or Commerce.
- Experience selling services related to grants operations, program integrity, recipient oversight, compliance, technical assistance, or grants management system modernization.
- Familiarity with Grants.gov, SAM.gov, federal shared services, and agency grants management platforms.
- Knowledge of federal acquisition practices, contract vehicles, government-wide acquisition contracts, indefinite-delivery/indefinite-quantity contracts, and GSA schedules.
- Experience developing partnerships with small businesses, technology providers, and other consulting firms to strengthen market access and solution delivery.
- Knowledge of a structured capture methodology, such as Shipley.
- Experience using market intelligence and customer insights to shape agency priorities before a solicitation is released.
- Experience supporting or exceeding annual bookings, revenue, or growth targets in the federal market.
Years of Experience
- Minimum of 7 years of experience in federal business development, sales, capture, account management, or a related growth role.
- Minimum of 3 years of experience supporting federal grants management, financial assistance, or a closely related federal program domain.
- Prior consulting or professional services experience is strongly preferred.
Additional Requirements
- Demonstrated ability to build trusted-advisor relationships with clients and partners.
- Ability to develop and execute territory, account, and opportunity plans aligned with growth targets.
- Willingness and ability to travel periodically based on business and client needs.
- Ability to attend in-person meetings in the Washington, D.C. metropolitan area as needed.
- Must be legally authorized to work in the United States without the need for employer sponsorship.

Salary Range: $150K-$225K and bonus incentive.

Attain Partners is committed to fair and equitable compensation practices. The individual base salary for this position is unique to each candidate and will be commensurate with experience, education, and skills. In addition to base salary, this role is eligible for an annual discretionary bonus.
