PRIMARY DUTIES & RESPONSIBILITIES

Salary to be commensurate with experience.

The hiring range for this position is $111,895 - $139,869 per year.

Overview of Department / Position:

The Aurora Water Engineering Drainage Supervisor of Development Review is foundational to support the extensive growth within the City. This person will be responsible for assisting with developer coordination; coordination with other City departments; staff leadership/coaching/mentoring; drainage study and plan set QA/QC; and development review process improvements and efficiencies. This individual will supervise a team of engineers and technical staff and will be responsible for reviewing development and/or construction submittals and solving complex technical problems.

Primary Duties & Responsibilities:

• Supervises and acts as a leader for the development review team. Manages workload, staff, and/or initiatives and holds staff accountable. Establishes team priorities, objectives, goals, and expectations.
• Participates in the selection of technical engineering staff; provides or coordinates staff training; works with employees to correct deficiencies. Tracks workload data and develops solutions to ensure performance metrics are met.

• Provides leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.

• Thoroughly understands the technical criteria implemented by the development review team and the development review process. Develops and/or updates technical criteria and workflow processes.
• Resolves and approves complex technical issues and/or provides direction to team on resolution or recommendation for private development and public projects while recognizing an appropriate level of risk.
• Coordinates with other City Departments (Office of Development Assistance, Public Works, Planning, Parks Recreation and Open Space (PROS), etc.) to implement cross-departmental solutions for processes and complex projects.
• Reviews and/or provides oversight on reviews of developments, site plans, and civil plans for conformance to annexation agreements, intergovernmental agreements, master plans, public improvements plans, City Code, manuals, standards and specifications.
• Coordinates with and represents the City with external agencies (MHFD, CDOT, etc.) to ensure City-wide Master Plans are being appropriately followed/implemented at the site level.

• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

• Bachelor’s degree from an accredited institution in Civil or Environmental Engineering (or directly related field)

Experience:

• Seven (7) years utility (water, wastewater, and stormwater) infrastructure engineering experience with an emphasis on new infrastructure and development

Licenses and Certifications:

• Registration as a Professional Engineer in the State of Colorado, or ability to obtain licensure within six months
• Certified Floodplain Manager certification or ability to obtain within six months
• Driver's license with a good driving history

Preferred Qualifications:

• Three (3) years of supervisory experience and formal supervisory training is preferred
• Storm drainage design, review and construction experience preferred

Knowledge:

• Intermediate knowledge of water, wastewater and stormwater infrastructure
• Intermediate knowledge of utility construction
• Intermediate knowledge of city codes and ordinances
• Intermediate knowledge of staff leadership
• Intermediate knowledge of legal agreements
• Advanced knowledge of relevant engineering principles and practices

WORKING CONDITIONS

Essential Personnel:

• When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel

Physical Demands:

• Sedentary physical work requiring the ability to lift a maximum of 10 pounds
• Occasional lifting, carrying, walking, and standing
• Hand/eye coordination to operate a computer and related equipment

Work Environment:

• Works primarily in a clean, comfortable environment
• Periodically visits project sites in the field

Equipment Used:

• Frequently uses standard office equipment including computers, calculators and copy machines
• Frequently answers telephone
• This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment

The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.
