PRIMARY DUTIES & RESPONSIBILITIES

Salary to be commensurate with experience.

The hiring range for this position is $88,164 - $110,205 per year.

Overview of Department / Position:

The Water Environmental Inspection Supervisor is responsible for ensuring environmental inspections surrounding wastewater and stormwater are completed and meet regulatory requirements stipulated in permits and other associated programs. This includes inspections of construction sites, public and private stormwater infrastructure, and collection system appurtenances and responding to spills and other illicit discharges. The position is also responsible for supervision of inspection staff and ensuring completion of work duties and assignments.

Primary Duties & Responsibilities:

• Develops, coordinates and monitors city wide compliance in the environmental inspection and compliance aspects of Federal, State and Local laws and regulations related to wastewater pre-treatment and stormwater regulatory requirements

• Identifies and evaluates environmental program needs and implements select environmental programs

• Prepares reports and correspondence on matters related to programs for City, State and Federal agencies

• Serves as liaison and facilitates coordination with public health and environmental agencies and represents the City on inter-jurisdictional and interagency matters

• Supervises field inspectors

• Provides technical support to management and operating departments

• Develops and conducts public outreach and educational activities on City programs or environmental issues

• Responds to hazardous and non-hazardous material spills and incidents

• Responds to citizen complaints or inquiries

• Assists in developing operational priorities, goals and objectives

• Develops and implements work procedures and policies

• Supervises, evaluates, trains and instructs assigned employees

• Prepares and monitors program budget, including expenditures

• Coordinates compliance and enforcement activities with code enforcement

• Makes recommendations regarding selection, hiring, training, evaluating, and disciplining of assigned employees

• Performs additional duties as assigned

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

• Bachelor's Degree in Environmental Science, Construction Management, Hydrology, Geology, Biology or closely related field

Experience:

• At least 6 years progressively responsible experience in wastewater pretreatment, stormwater conveyance systems and their design, and environmental compliance related to construction site stormwater management.

Licenses and Certifications:

• Colorado Driver's License with a good driving history;

• HAZWOPER 40-Hour Certification;

• NIMS 100 training; and

• NIMS 700 training.

Preferred Qualifications:

• 2 years of experience as a lead worker or direct supervisory experience
• At least 2 years of MS4 Program management experience

• At least 2 years of experience developing SOP’s and improving existing processes

Knowledge:

• Comprehensive knowledge of federal, state and local environmental regulations as they relate to wastewater and stormwater;

• Comprehensive knowledge of the principles and practices related to general construction practices, stormwater conveyance systems, sewer collection systems and other public infrastructure;

• Knowledge of spill response protocols and HAZWOPER standards and procedures;

• Comprehensive understanding of inspection methods and associated enforcement measures;

• Understanding of stormwater management plan design; and

• Knowledge of construction site best management practices used to control the transport of pollutants through stormwater.

Skills:

• Ability to establish and maintain effective working relationships with employees, contractors, governmental agencies, business owners / operators and citizens;

• Ability to communicate effectively both orally and in writing;

• Ability to analyze and compile technical information and reports;

• Ability to perform mathematical calculations;

• Ability to write, maintain and review detailed reports, logs, and inspection records;

• Skill in the interpretation of engineer's drawings, standards, and specifications, and interpreting construction site issues and regulations;

• Ability to manage projects and strategically plan for future tasks;

• Ability to analyze problems and effect solutions; and

• Ability to prioritize diverse tasks and projects.

WORKING CONDITIONS

Essential Personnel:

When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.

Physical Demands:

• Occasional medium physical work which requires the ability to lift a maximum of 50 pounds;

• Occasional lifting and carrying of objects weighing up to 25 pounds;

• Frequent walking and standing, bending; a full range of body movements including pushing and pulling;

• Clear vision with or without correction enough to conduct and complete inspections and operate a city vehicle;

• Coordination in order to operate a motor vehicle;

• Frequent hearing and speech communication with employees, contractors and citizens; and

• Hear in the normal audio range with or without correction.

Work Environment:

• Includes both field and office work, with the potential of exposure to all weather conditions with exposure to dust, heavy equipment and the potential of hazardous materials.

• Responds to unknown spills and hazardous substances.

Equipment Used:

• Uses standard office equipment including personal computer and common office software such as email, internet, Word, Excel and menu driven databases as a part of the Library automated systems;

• Use of city issued Tablets, Laptops, and cameras;

• This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) during their employment; and

• Use of city vehicle.

The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.
