Job Description:

Leads the development and administration of policies and programs of social service and community agencies, correctional institutions, rehabilitative services, and related programs that are designed to protect and promote the social welfare of individuals and communities. Directs subordinate supervisors and staff. Will manage large numbers of agency staff or have large scope of responsibility within agency.

Primary Duties & Responsibilities:

• Directs and personally monitors youth detention functions and activities to maintain the custody and security of youth.
• Identifies training needs and provides guidance and training to staff.
• Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees.
• Manages human resources and directs administrative activities for staff.
• Manages the operations and activities of detention center.
• Monitors budget activities of correctional facilities.
• Monitors, inspects, and evaluates operations, programs, services, activities, and conditions.
• Oversee and/or conduct inspections, searches, investigations, and evaluations.
• Performs crisis response, containment, and intervention in emergencies.
• Plans, implements, directs, and coordinates various programs and activities.
• Analyzes and assesses the efficiency and effectiveness of existing programs to ensure the identified outcome measures are achieved
• Convenes meetings with direct reports at least monthly
• Assures facility compliance with documentation and reporting requirements
• Builds and encourages a cooperative team-oriented environment within both internal and external stakeholders and service providers
• Facilitates communication within a specific case level as well as on a procedure/policy level
• Interviews, hires, directs, trains, evaluates the performance of, and when necessary, administers progressive discipline to employees
• Plans, administers, and oversees the master schedule and the operation of programs, food services, recreation, volunteer services, medical, dental, education, behavioral health, and PBIS
• Oversee the youth grievance process
• Ensure compliance with PREA and ACA standards related to areas of oversight

Minimum Qualifications:

Bachelor's degree in a related area from an accredited college or university and three (3) years of job-related subordinate management experience in a human service delivery program; or related certification and two (2) years of job-related subordinate management experience in a human service delivery program; or two (2) years of experience at the lower level Mgr 1, Social Svcs (SSM010) or position equivalent.

Preferred Qualifications:

• Master’s degree in human/social services or related fields from an accredited college or university
• One year of experience working with a juvenile justice agency/program or related field working with high-risk youth
• Ability to establish and maintain productive working relationships with agency staff, Human Resources staff of facilities and offices, and others as required.
• Ability to work on multiple tasks and prioritize appropriately.
• Ability to communicate effectively.
• Ability to exercise initiative and make independent decisions to meet deadlines or to effectively handle priority work.
• Ability to communicate effectively orally and in writing.
• Able to work as a leader, coordinator and effective team member.
