Hiring Range: $33.95 - $40.53/hour

Position Objective To provide assistance in administering and maintaining the road and bridge design program for the department. This position is responsible for preparing and performing technical duties in the areas of computer aided highway designs, construction inspection, bridge construction and safety inspection, construction surveying, right of way investigations and records maintenance.

Essential Duties and Responsibilities These examples do not include all possible responsibilities in this position and do not limit the assignment of related duties to this classification.

1. Prepares alternative alignments and appropriate grade lines for highway improvement projects. 2. Designs hydraulic structures and storm sewer systems using hydraulic formulas. 3. Prepares both rural and urban grading highway design plans using computer programs. 4. Prepares plans for highway paving and overlaying projects. 5. Coordinates development of final plans for highway improvement projects. 6. Prepares permits for highway design projects. 7. Coordinates with utilities to show existing utility information on design plans and assists in design of utility relocations. 8. Assists with Right-of-Way projects. 9. Assists with highway construction projects. 10. Coordinates with other state and local agencies to obtain or transmit information. 11. Responds to public inquiries regarding highway projects. 12. Attends work in a regular and timely manner. 13. Performs other duties as assigned or apparent.

Minimum Qualifications In order to be considered for this position, applicants must possess the following:

  • High school graduate or equivalent
  • Two-year Civil Technology Certificate plus five years of related highway technology experience OR nine years of progressively related highway technology experience
  • Meets Minnesota Department of Transportation certification requirements for Grading and Base 1 and 2, Bit Street 1and 2, Concrete Field 1 and 2, Concrete Plant I or have the ability to obtain within 12 months of employment
  • Possess Storm Water Pollution Prevention Plan (SWPPP) Design Certification or have the ability to obtain within 12 months of employment
  • Experience using Microsoft Office Applications
  • Valid MN Driver’s License or ability to obtain within 30 days of employment
  • Reliable means of transportation to travel to multiple locations around Stearns County, some of which may not be accessible by public transportation

Preferred Experience Beyond Minimum Qualifications:

  • MN Dot certification in Bituminous Plant 1 and 2
  • Experience with alternative intersection designs (round-abouts, j-turns)
  • RTVision One Office Software experience
  • Reading and interpreting legal land descriptions
  • Working with the public
  • State aid reporting
  • Federal and State design requirements experience

Desirable Knowledge, Skills and Abilities

1. Knowledge of the standards, requirements, principles and practices of highway design.

2. Ability to review plans and proposals and identify and resolve potential problems.

3. Ability to manage drainage issues with landowners.

4. Ability to resolve potential and existing erosion problems.

5. Ability to resolve and redesign utility locations to achieve plan goals.

6. Ability to read and interpret legal land descriptions.

7. Skilled in communicating and negotiating with the public.

8. Ability to coordinate various jobs in order to achieve departmental goals.

9. Ability to effectively communicate verbally and in writing.

Work Environment and Physical Demands This position involves indoor work approximately 50% of the time and outdoor work 50% of the time. Requires travel to off-site locations and minimal attendance at evening meetings. There is exposure to work hazards, accidents and extreme weather conditions. Extent of Supervision or Guidance Provided Work is performed under the general supervision of the Assistant Engineer.

Responsibility for Public Contact Frequent.

Hours of Work This position has a normal work schedule of 7:30 a.m. to 4:00 p.m.; may include some hours outside of normal work hours on occasion.
