About the Opportunity:
The Department of Housing is currently recruiting a Homeless System Planning and Evaluation Manager to contribute to the Department of Housing Service’s mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents.
This position will oversee the long-term planning and continuous improvement, while fostering a strategic vision, for our Homeless Services system of care. The Planning and Evaluation Manager provides oversight of the homeless system evaluation program including partner training and monitoring; program review, reporting, and evaluation; and data operations and analytics to improve the quality of our shelter, outreach, housing, case management and healthcare integration programs.
The position works in partnership with Department leadership, and manages a team of 3-4 supervisors, and a team of 10-12 staff who provide specialized expertise in data analytics, operations and quality improvement, serving both internal and external partners to the County. The position will facilitate long-range system planning, policy development and system improvements in collaboration with the Homeless Programs Implementation Manager, as well as various departments, public agencies, and community-based organizations to create a continuously improving Homeless Services system to achieve implementation standards and outcome goals in accordance with Federal, State, and local funding requirements. Additionally, this position will work with County and interdepartmental leadership, state and local jurisdictions, advisory bodies, and the County Board of Commissioners to provide technical and strategic analysis in support of ongoing policy direction, program improvements, and community outcomes.
