Осуществляет организационно-методическое руководство секретной частью подразделения организации, несет персональную ответственность за выполнение возложенных на секретный орган задач и функций, обеспечивает их выполнение. Разрабатывает инструкции, положения и другие руководящие указания по обеспечению сохранения государственной тайны и режима секретности. Организует и контролирует исполнение приказов, инструкций, положений по обеспечению сохранения государственной тайны. Изучает все стороны деятельности отдела с целью выявления возможных каналов утечки секретной информации. Принимает участие в разработке перечня сведений, составляющих государственную тайну. Контролирует эффективность организационных средств, методов и мероприятий по защите информации в процессе ее автоматизированной обработки. Организует и контролирует учет осведомленности о сведениях, составляющих государственную тайну, работников отдела. Составляет годовые планы работы. Организует и проводит работу по изучению и подбору кадров секретных органов, их расстановке и повышению квалификации. Ведет учет организаций, привлекаемых к секретным работам при совместной работе. Разрабатывает и осуществляет разрешительную систему допуска работников и командированных лиц к секретным работам и документам. Осуществляет контроль за соблюдением установленных правил использования телефонной и радиотрансляционной сети, диспетчерской и ВЧ-связи с целью недопущения разглашения секретных сведений. Организует учет и проводит анализ нарушений режима секретности при обращении с секретными документами. Контролирует выполнение правил обращения с секретными документами и сведениями на рабочих местах исполнителей. Руководит работой по совершенствованию секретного делопроизводства, по выработке новых форм и методов. Руководит работниками части.

Должен знать требования руководящих документов по ведению секретного делопроизводства; порядок контроля за прохождением документов; требования по сохранению государственной и военной тайны; порядок эвакуации секретных документов; основы трудового законодательства; правила внутреннего трудового распорядка; правила и нормы охраны труда, техники безопасности и противопожарной защиты.
