The posting

Планирование. Разрабатывает план закупок и план-график, при необходимости вносит в них изменения и размещает эти документы в Единой информационной системе (ЕИС). Подготовка и публикация закупочных документов. Формирует и размещает в ЕИС извещения о закупках, саму закупочную документацию (если она требуется), проекты контрактов, а также направляет приглашения для участия в закрытых процедурах. Обеспечение процесса закупки. Координирует весь цикл: от анализа потребностей и формирования требований к участникам до подведения итогов, проверки заявок (в том числе банковских гарантий), подведения итогов и заключения контракта. Работа с результатами и претензиями. Участвует в рассмотрении дел об обжаловании результатов определения поставщиков. При необходимости готовит материалы для претензионно-исковой работы например, для направления претензий поставщику или в контролирующие органы. Консультации на этапе планирования. При необходимости организует и сам участвует в консультациях с поставщиками. Цель изучить конкурентную среду, подобрать оптимальные технологии и решения для нужд заказчика. Контроль исполнения контракта. На этапе исполнения управляющий следит за ходом работ, организует приёмку результатов, контролирует оплату, а также решает вопросы, связанные с обеспечением (например, возврат средств по банковской гарантии или обеспечение исполнения контракта). Соблюдение норм. В целом обеспечивает соответствие всех этапов закупок законодательству (не только 44-ФЗ, но и другим профильным актам). Предотвращение конфликта интересов. Как должностное лицо, контрактный управляющий обязан принимать меры, чтобы не допустить ситуации, когда личная заинтересованность влияет на объективность при выборе поставщика (в соответствии с ФЗ О противодействии коррупции ).
