The OpenAI for Government team is a dynamic, mission-driven group leveraging frontier AI to transform how governments achieve their missions. Our team works to empower public servants with secure, compliant AI tools (e.g., ChatGPT Enterprise in custom configurations) and mission-aligned deployments that meet government technical requirements with strong reliability and safety.

As part of the OpenAI for Government team you will work across governments and public institutions, helping to accelerate adoption through hands-on support, tailored training, and early insights—so civil servants can spend less time on red tape and more on meaningful work. About the Role

We are looking for an experienced strategy and business operations professional to help OpenAI for Government decide where to grow and how to build the capabilities needed to serve government customers. You will shepherd ambiguous, complex work from problem definition through execution. The majority of the role will focus on business strategy and operations, from market and revenue planning to workforce, financial, and secure facility initiatives. You should be skilled at both developing a compelling recommendation and doing the detailed work to make it happen.

This role has four key buckets of responsibilities:

  • First, you will support the growth and maturation of a business operations and revenue strategy function within the OpenAI for Government. You will help OpenAI for Government four vertical leaders develop annual business strategies that define target customers, priority projects, partners, and support needed from other matrixed teams including Technical Success, Engineering, Capture and Proposal, Global Affairs, and Product Policy.
  • You will build and maintain the intelligence picture for our key territories: mission priorities, budget lines and program timelines, incumbents and competitive positions, and the people who actually shape awards.
  • You will act as a thought partner to the business verticals by participating in weekly team discussions to understand the business, test assumptions, and identify risks. You will run quarterly reviews to track progress, reassess goals, and adjust priorities.
  • Second, you will partner with OpenAI’s industrial security team to forecast secure-space needs, plan SCIF buildouts, coordinate personnel access nominations, and track contract-specific security requirements and restrictions.
  • Third, you will support OpenAI’s Government Innovation Network, OpenAI for Government’s advisory board, throughout the entire lifecycle of the program, including advisor outreach and selection, independent-contractor agreements (1099s), conflict reviews, payment, and high-touch onboarding.
  • In partnership with OpenAI for Government’s leadership team, you will help design and run regular advisor meetings, quarterly strategy sessions, and targeted convenings, with clear agendas, materials, and decisions. You will execute follow-through, and ensure advisor insights are integrated into OpenAI for Government’s strategy.
  • Finally, you will own and drive special projects that do not yet have a clear home. You will define the problem, develop options, build consensus, and lead early execution.

You’ll thrive in this role if you:

  • Have experience in strategy consulting, business operations, a growing technology company, or comparable work combining analytical problem-solving with ownership of execution.
  • Can build financial models, size markets, assess competitive positions, and translate incomplete data into recommendations with clear assumptions and tradeoffs. Are comfortable interpreting government budgets and using market intelligence sources such as Janes to inform long-term investment decisions.
  • Create compelling executive presentations and write concise memos that connect the numbers, strategic choices, and recommended actions.
  • Can define an unfamiliar problem before solving it, learn new technologies and markets quickly, and make progress without a fully formed brief.
  • Enjoy a broad remit and move comfortably between strategic analysis, business operations, and detailed project delivery.
  • Build trust with executives, government stakeholders, advisors, and technical specialists, and influence across functions without formal authority.
  • Bring strong judgment and discretion to sensitive relationships, personnel matters, compensation, and security-related work.
  • Are comfortable managing budgets, vendors, contractors, and competing deadlines, and take responsibility for carrying work through to completion.
  • Are curious about government missions, procurement, policy, and funding. Direct public-sector, defense, or national-security experience is valuable, alongside strong business and analytical skills.
  • Are willing to travel periodically for advisor convenings, agency or customer engagements, and operational projects.
  • Care deeply about the mission and want to help build a durable government business grounded in the responsible deployment of frontier AI.
