The posting

Background

The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year (2021–2028) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). REMIT provides technical assistance to the Government of Pakistan to strengthen macroeconomic stability, improve growth conditions, and enhance poverty reduction efforts.

The Prime Minister’s Office (PMO) is establishing a dedicated Governance Reforms Unit (GRU) to strengthen policymaking, analytical support, and implementation oversight. The GRU will provide evidence-based assessments of priority economic issues and government proposals, using data analytics and policy research to evaluate policy options, economic implications, and implementation risks across key sectors.

A central part of this work is supporting the Prime Minister’s Economic Governance Reforms (PM EGR) through evidence-based policymaking, data analytics, and public-sector reform. The assignment will focus on collecting, synthesising, and analysing reliable data to inform policy decisions, assess reform options, and track implementation progress across priority economic sectors

Activity Context

Effective economic governance reforms require reliable data, evidence-based analysis, and systematic implementation tracking. Under PM EGR, the assignment will support policy analysis, assess institutional and implementation capacity, and provide analytical insights to inform policy decisions and monitor progress across priority economic sectors. In parallel, the Governance Reforms Unit (GRU) aims to strengthen cross-sector policy analysis and decision-making through two core areas: Policy Analytics, focusing on data analysis, research, and comparative assessments; and Case-to-Case Analytics, providing targeted analysis of priority policy and implementation issues as directed by the Head of GRU.

The Data Associate will support policy and data analytics under PM EGR and GRU, contributing to evidence-based analysis, research, technical deliverables, stakeholder coordination, and implementation tracking across priority economic sectors, under the guidance of the relevant REMIT leads and specialists.

Job Summary

The Data Associate will support policy and data analytics under PM EGR, contributing to two core areas: Policy Analytics, through data analysis, research, and comparative assessments; and Case-to-Case Analytics, through targeted analysis of priority policy and implementation issues as directed by the Head of GRU. The role will also support evidence-based decision-making, technical deliverables, stakeholder coordination, and reform implementation tracking across priority economic sectors, under the guidance of relevant GRU leads and specialists.

Duties and Responsibilities

· The roles and responsibilities of the Data Associate include, but are not limited to:

· Gather, organise, validate, and synthesise relevant quantitative and qualitative data from government departments, public documents, administrative sources, and other relevant materials.

· Conduct desk research on policy issues, historical trends and relevant reform experiences to inform evidence-based analysis.

· Prepare high-quality sectoral policy briefs, cross-sectoral evidence syntheses, and comparative analyses for senior decision-makers in the PMO, working under the guidance of the Head GRU.

· Support the identification of data and analytical gaps, and help develop practical approaches to address them, including maintaining clear records of sources, assumptions, and limitations.

· Support case-specific analysis of priority policy or implementation questions, including structured options analysis, assessment of potential impacts and risks, and summaries of key trade-offs.

· Track follow-up actions and implementation progress on priority decisions and deliverables, maintaining analytical continuity and providing timely updates to the relevant team leads.

· Prepare data-driven inputs for review sessions, technical discussions, and meetings with federal and provincial departments; contribute through presentations, tables, charts, and evidence summaries as required.

· Engage with government counterparts, sector specialists, and technical teams to obtain and verify information and ensure that analytical outputs are contextually grounded and operationally relevant.

· Support coordination and follow-up with relevant government departments and stakeholders on priority economic governance reforms under PM EGR.

· Assist in collecting, organising, reviewing, and validating data and documentation for policy analysis and reform initiatives.

· Support the preparation and validation of analytical deliverables, including institutional assessments, policy reviews, consultation summaries, and reform progress reports.

· Maintain activity logs, milestone trackers, meeting records, stakeholder feedback, and implementation updates.

· Review relevant government policies, reports, budget documents, and other publications to inform evidence-based analysis and policy recommendations.

· Support the planning and delivery of technical meetings and consultations, including presentations, background materials, minutes, and follow-up actions.

· Contribute to scoping reports, operational recommendations, and knowledge products supporting economic governance reforms and improved public-sector performance under PM EGR.

· Ensure policy dialogue processes are evidence-based, outcome-oriented, and aligned with KPI monitoring and reform objectives.

· Oversee development and quality assurance of reform tracking tools, including RAM, TOM, and KPI scorecards.

· Engage with key stakeholders, including government counterparts and development partners, to ensure alignment and integration of feedback into reform processes.

· Support reform course correction by translating analytical insights and policy dialogue outcomes into actionable recommendations.

Qualifications and Experience

· A bachelor’s or master’s degree in economics, public policy, social sciences, finance, public administration, development studies, data analytics, environmental management, or a related field.

· Approximately 3–5 years of relevant experience in data analysis, public policy, governance, public financial management, development, or institutional reform projects.

· Strong ability to gather, organise, analyse, and present quantitative and qualitative information in clear, decision-oriented formats.

· Good understanding of governance structures, public budgeting processes, and public financial management in Pakistan.

· Strong research, report-writing, record-keeping, communication, and presentation skills.

· Excellent oral and written English.

Reporting

The Data Associate will report to the relevant REMIT Team Lead and/or designated REMIT component lead and work under the technical guidance of the relevant data and policy analytics and budget tagging specialists.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
