The posting

We zijn op zoek naar een Functional Buyer voor ons departement Replenishment.

Het departement Replenishment is verantwoordelijk voor het aanleveren, in voldoende grote hoeveelheden, van de juiste producten en diensten op het juiste moment om zo in te spelen op de vraag van onze interne klanten overal in ons land (waarde < € 30k).

Naast specifieke producten voor de spoorwegen koopt het team ook niet-opgeslagen producten en diensten die verband houden met de werking van het bedrijf, zoals catering, fleet management, office management, enz.

Een functionele aankoper is een professional die verantwoordelijk is voor de aankoop van deze niet-technische ad-hocproducten en diensten.

Je bent verantwoordelijk voor de volledige herbevoorradings- en aankoopworkflow op landelijk niveau voor jouw productcategorie: van het definiëren van de vraag, in samenwerking met je klanten, tot de aankopen, opvolging van de bestellingen, leveringen en relaties met klanten en leveranciers.

Jouw verantwoordelijkheden

Voorbereiding van aankoopdossiers

Voor producten die niet onder een raamcontract vallen, verricht je voorbereidend werk voor de aankoopdossiers, in samenwerking met de betrokken partijen en rekening houdend met de wetgeving inzake overheidsopdrachten:

  • Analyse van de behoeften: Je voert dagelijks analyses uit van de behoeften van interne klanten.
  • Selectie van leveranciers: Je doet aan marktprospectie om leveranciers te kiezen op basis van technische en kwaliteitscriteria.
  • Evaluatie van producten en diensten: Je analyseert de offertes van de leveranciers om ervoor te zorgen dat ze voldoen aan de vereisten van de interne klant.
  • Onderhandeling over offertes: Je onderhandelt over de voorwaarden van de overeenkomst, rekening houdend met de gevraagde specificaties, de kostprijs en de leveringstermijnen.

Beheer van raamcontracten en productassortiment

  • Je kent en gebruikt de bestaande raamcontracten.
  • Je moedigt betrokkenen aan om met Procurement waar nodig een raamcontract op te stellen en helpt hen daarbij.
  • Je zorgt voor het proactief beheer van je productassortiment in samenwerking met Master Data en Procurement om de productfiches en raamovereenkomsten up-to-date te houden.

Beheer en opvolging van bestellingen

  • Je beheert je bestellingen: je plaatst bestellingen, volgt de levertijden op, stelt prioriteiten en beheert de backlog.

Opvolging van leveranciers

  • Je volgt de performantie van de leveranciers (KPI's) op.
  • Je houdt toezicht op de performantie van de leveranciers en zorgt ervoor dat de geleverde producten of diensten beantwoorden aan de overeengekomen kwaliteitsnormen en specificaties.
  • Je neemt regelmatig contact op met de externe leveranciers en stuurt bij in geval van geschillen of niet-naleving van procedures.

Klantenservice en continue verbetering

  • Je helpt bijsturen waar nodig om de klantenservice te verbeteren en de beste kwaliteit/prijs/levertermijnverhouding te bereiken.
  • Je draagt bij aan de continue verbetering en update van de werkprocedures in samenwerking met de andere aankopers van het team.

Rapportering

  • Je rapporteert aan de Team Lead Buying.

Opleiding en ervaring

  • Je hebt een bachelorsdiploma in een commerciële, economische, logistieke richting of in verband met procurement, of je hebt al minstens 3 jaar ervaring in een vergelijkbare functie.

Technische kennis en talenkennis

  • Je kan met MS Office (voornamelijk Excel en Outlook) werken.
  • Je spreekt perfect Nederlands en hebt een goede basiskennis van het Frans.
  • Kennis van SAP (MM) is een troef.
  • Kennis van de wetgeving inzake overheidsopdrachten is een meerwaarde.

Persoonlijke vaardigheden en competenties

  • Je bent een teamspeler en werkt graag in een multifunctioneel team (aankopen, logistiek, technisch).
  • Je bent in staat om de behoeften van interne klanten te analyseren en te vertalen om weloverwogen beslissingen te nemen en de aankopen van het bedrijf te optimaliseren.
  • Je communiceert op een heldere, correcte en transparante manier met de verschillende stakeholders.
  • Je bent in staat initiatief te nemen en prioriteiten te stellen.
  • Je bent klantgericht en leeft de geldende regels en procedures na.
