Labour & Working Conditions Compliance

§ Monitor and verify compliance of workers with Egyptian Labour Law No. 14 of 2025 and its executive regulations, the Social Insurance and Pensions Law No. 148 of 2019, applicable occupational safety provisions, IFC PS2 / EBRD ESR 2, ILO core conventions and the Employer QHSE Requirements.

§ Plan and conduct regular labour compliance audits and document reviews (employment contracts, personnel files, age and identity verification, working hours and overtime, rest days and leave, wage payment and payslips, minimum wage, deductions, social insurance registration, end-of-service and termination practices)

§ Provide input on the labour and social parts of the Project ESMS. Review the Contractor’s Labour Management Plan, Labor Accommodation Plan, HR policies and procedures, worker Code of Conduct, recruitment and local hiring procedures, and retrenchment/demobilisation plans, and verify their implementation throughout construction

§ Ensure zero tolerance of child labour and forced labour, including verification of minimum age, no retention of identity documents, no recruitment fees charged to workers, freedom to resign, and due diligence of labour agencies and third-party labour providers

§ Verify respect for non-discrimination and equal opportunity, workers’ freedom of association and representation, and the prevention of gender-based violence and harassment (GBVH/SEAH), including implementation of related policies and training

§ Inspect worker accommodation, camps, security guard posts, canteens and welfare facilities against IFC/EBRD Workers’ Accommodation guidance and Project requirements (space, sanitation, potable water, food hygiene, ventilation, fire safety, recreation).

§ Support contractor and supplier screening on labour aspects, and check that bird surveyors have pre-employment medical checks.

§ Coordinate with the Contractors’ responsible person for QHSE Statistics and maintain the Project monthly QHSE Statistics (headcount by contractor, local vs. non-local, gender, nationality, contract type, social insurance status, turnover) and track key labour KPIs

§ Verify that foreign workers hold valid work permits and residency

§ Raise non-conformity reports, agree corrective and preventive action plans (CAPs) with the Contractor, track them to verified close-out, and escalate unresolved or systemic non-compliance to the E&S Manager

Worker Grievance Mechanism & Labor Incidents

§ Oversee the Contractor’s worker grievance mechanism, review grievance logs and verify resolution

§ Investigate labour-related grievances, disputes, work stoppages and incidents, identify root causes and follow up on remedial actions

§ Maintain the grievance log duly and timely updated and record all relevant documentation carefully

Reporting, Lender & Authority Interface

§ Provide inputs to Lender E&S monitoring reports, annual monitoring reports and ESAP tracking

§ Support the preparation and coordination of monitoring visits by lenders, their independent E&S consultants and investors, including provision of compliance evidence and implementation of findings

§ Liaise, as required and in coordination with management, with the Ministry of Labour and its local directorates, the National Organization for Social Insurance and other relevant authorities on labour inspections and compliance matters

Stakeholder Engagement & Community

§ Support the implementation and periodic update of the Stakeholder Engagement Plan (SEP), and community-related mitigation measures

§ Responsible for maintaining the Stakeholder Engagement Log duly and timely updated and coordinating with E&S team and broader Alcazar Energy team for relevant input

§ Support and guide the Community Liaison Officer on community engagement and the community grievance mechanism, and monitor Contractor commitments on local employment and local procurement

§ Support in the development of the Social Development & Investment as well as in the identification, planning and actual implementation of social investment initiatives in coordination with the E&S team

Training & Capacity Building

§ Deliver and verify induction and refresher training for Contractor and subcontractor workforce on worker rights, Code of Conduct, grievance mechanism, GBVH prevention and Project E&S requirements

- Build the capacity of Contractor HR and social officers on Egyptian labour law and lender labour requirements, and promote a culture of compliance and respect for labour and human rights on site
