Director of Home Care (PCS) Recruitment – Rochester

Reports to: President of Rochester

Supervises: Recruitment Managers, Mobile Recruitment Leads, and Regional Processing and Support Staff, as assigned

Work Location: Rochester, NY

Salary: $125,000 - 160,000

Job Summary

The Director of PCS Recruitment leads the regional strategy and performance of Personal Care Services (PCS) recruitment for Home Health Aides (HHA) and Personal Care Aides (PCA). The Director is accountable for regional hiring results across local recruitment and onboarding offices, community outreach, mobile recruitment, and application processing. This leader translates current and projected caregiver demand into office, channel, and market plans; directs resources toward communities with staffing needs; and develops managers and teams to improve candidate flow, speed, conversion, and the candidate experience. The role partners with Operations, Compliance, Human Resources and Talent Acquisition leadership to resolve barriers and support a consistent regional recruitment model.

Essential Duties and Responsibilities

• Own regional HHA and PCA hiring outcomes and develop weekly, monthly, and quarterly recruitment plans with clear goals by office, geography, and recruitment channel.

• Use unstaffed-case data from AlayaCare, projected staffing needs, applicant flow, Workday activity, hiring results, and market intelligence to set priorities and allocate recruiting resources.

• Lead Recruitment Managers, mobile recruitment leaders, application processing, and assigned regional support functions; define decision rights, handoffs, service expectations, and performance measures.

• Coach managers to build actionable local recruitment plans, manage team productivity, strengthen community presence, and address performance gaps promptly.

• Establish an operating cadence of individual coaching, office reviews, and regional performance meetings focused on results, conversion barriers, ownership, and corrective actions.

• Ensure each office executes a market-specific strategy for walk-in candidates, proactive sourcing, school and workforce partnerships, referrals, community outreach, and local hiring events.

• Oversee mobile recruitment planning and deployment using staffing demand, caregiver availability, geography, and prior event results; hold mobile teams accountable for qualified leads, applications, and hires.

• Ensure Recruitment Specialists manage assigned requisitions and inbound applicant queues promptly, consistently, and within approved qualification, offer, and Workday workflows.

• Set clear standards for candidate contact, screening, follow-up, stage movement, offer activity, and handoffs to onboarding and other responsible teams.

• Partner with Operations leaders to align caregiver recruitment with open cases, service-area priorities, candidate preferences, and anticipated growth.

• Build and evaluate relationships with HHA/PCA training schools, workforce organizations, community partners, and referral sources that can produce qualified candidates and hires.

• Partner with Talent Acquisition leadership and Marketing to optimize approved recruitment channels, job advertising, employer messaging, reporting, and resource allocation.

• Present regular regional updates to senior leadership covering hiring against goals, market and channel performance, staffing risks, corrective actions, and support needed.

• Represent Always Compassionate Health professionally across the region and perform other duties as assigned by Talent Acquisition leadership.

Qualifications/Education

• Bachelor's degree in Human Resources, Business, Healthcare Administration, or a related field, or an equivalent combination of education and relevant experience.

• Significant progressive experience in high-volume recruitment, staffing, or workforce development, including leadership of managers or multi-location teams.

• Demonstrated success developing recruitment strategy and delivering measurable hiring results across multiple offices, markets, or recruitment channels required.

• Experience with high-volume hourly workforces required; home care, healthcare staffing, HHA/PCA, caregiver, or direct-care recruitment strongly preferred.

• Experience leading community partnerships, field recruitment, or mobile recruitment preferred.

• Experience using an applicant tracking system and recruitment analytics to manage funnel performance and team productivity required; Workday and Indeed experience preferred.

• Experience partnering with Operations and using workforce-demand data to prioritize recruitment preferred.

Requirements

• Strong people leadership, coaching, performance management, and ability to translate regional goals into clear expectations for managers and teams.

• Strong analytical judgment and ability to use hiring, applicant, conversion, and staffing data to diagnose issues and adjust plans.

• Strong communication, presentation, relationship-building, and cross-functional problem-solving skills.

• Ability to manage competing priorities, make timely decisions, follow through on corrective actions, and deliver measurable hiring outcomes.

• Proficiency with applicant tracking systems, Microsoft Office, and reporting tools; ability to protect confidential candidate and employee information.

• Ability and willingness to travel regularly throughout the assigned region and attend occasional early morning, evening, or weekend recruitment activities.

• Ability to perform the essential duties of the position with or without reasonable accommodation.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
