The posting

Vi söker en erfaren projektledare till ett konsultuppdrag i Stockholm med ansvar för upphandling och införande av en ny ärendehanteringsplattform. Plattformen ska utgöra en gemensam teknisk grund för flera handläggningsapplikationer.

Rollen passar dig som har gedigen erfarenhet av komplexa IT-projekt, offentlig upphandling och införande av verksamhetskritiska system.

Om uppdraget

Du leder och samordnar hela processen från behovsanalys och kravställning till upphandling, avtalstecknande, implementation och överlämning till förvaltning. Du ansvarar för projektets planering, styrning, tidplan, budgetuppföljning, riskhantering och rapportering enligt PPS.

Arbetet sker i nära samverkan med verksamhet, IT, inköp, juridik, arkitektur och systemförvaltning. Du säkerställer förankrade krav och prioriteringar samt ett effektivt genomförande.

Arbetsuppgifter

  • Leda projektet från behovsanalys till införande och överlämning till förvaltning.
  • Ansvara för projektplanering, tidplan, budgetuppföljning, riskhantering och rapportering enligt PPS.
  • Samordna RFI, upphandlingsstrategi, kravanalys och upphandlingsdokumentation.
  • Säkerställa krav inom plattform, licenser, implementation, informationssäkerhet, integrationer, drift, förvaltning och kompetensstöd.
  • Samordna interna intressenter och externa leverantörer.
  • Omsätta verksamhetsbehov, tekniska förutsättningar och avtalskrav till tydliga planer, leveranser och beslutsunderlag.

Obligatoriska krav

Samtliga krav behöver kunna styrkas tydligt.

  • Minst 5 års erfarenhet av att leda komplexa IT-projekt med flera intressentgrupper och externa leverantörer.
  • Projektlett minst 3 offentliga IT-upphandlingar eller andra upphandlingar enligt LOU, i nära samverkan med inköp och juridik.
  • Lett minst 3 implementationer eller införanden av verksamhetskritiska plattformar, standardsystem, low-code- eller ärendehanteringsplattformar.
  • Erfarenhet av projektstyrning enligt PPS eller likvärdig projektmodell.
  • Erfarenhet av leverantörsstyrning, risk- och beroendehantering, test- och acceptansplanering samt överlämning till förvaltning.
  • Erfarenhet av kravställning inom maskininlärning och/eller AI.
  • Förmåga att omsätta verksamhetsbehov, tekniska förutsättningar och avtalskrav till tydliga planer, leveranser och beslutsunderlag.
  • Mycket goda kunskaper i svenska, både i tal och skrift.
  • Kunna redovisa ett relevant referensuppdrag med uppdragsbeskrivning och kontaktperson.

Meriterande

  • Erfarenhet från offentlig verksamhet.
  • Erfarenhet av modernisering av handläggningssystem.
  • Erfarenhet av att hantera och kvalitetssäkra krav inom informationssäkerhet, tillgänglighet (exempelvis DOS-lagen), systemarkitektur, integrationer och drift i komplexa miljöer.
  • Erfarenhet av förändringsledning.
