The posting

Östersunds kommun söker en samhällsutvecklingschef som ska, på uppdrag av kommundirektören, hålla samman kommunens långsiktiga arbete med tillväxt, attraktivitet och hållbar samhällsutveckling. Rollen ska säkerställa att kommunens politiska mål och strategiska prioriteringar omsätts till tydliga och samordnade vägval, prioriterade initiativ och faktisk genomförandekraft i hela kommunkoncernen. I uppdraget ingår chefsansvar för två sektorchefer. Uppdraget omfattar särskilt exploatering, markförvaltning, fysisk planering, näringslivsutveckling, kommunal service, plats och marknadsutveckling, hållbarhetsmål, kompetens-och attraktivitetsfrågor samt andra strategiska utvecklingsområden som kräver samordning över organisatoriska gränser. Förvaltningsövergripande samarbete är en central del av rollen. Du förväntas skapa förutsättningar för gemensamma prioriteringar, samordning och genomförande i frågor som berör flera delar av kommunens verksamhet. Funktionen ska vara en strategisk länk mellan politisk viljeinriktning, kommundirektörens ledning, förvaltningsövergripande samarbeten, förvaltningarnas genomförande och externa aktörer såsom exempelvis region, statliga myndigheter, näringsliv, akademi, civilsamhälle och grannkommuner. Din kompetens akademisk utbildning som arbetsgivaren bedömer relevant, exempelvis inom samhällsplanering, statsvetenskap eller ekonomi eller motsvarande. flerårig erfarenhet av att vara chef för andra chefer, direkt underställd högsta befattning erfarenhet av förändringsledning med goda resultat flerårig erfarenhet av kvalificerat strategiskt utvecklingsarbete, med dokumenterat goda resultat dokumenterad erfarenhet av att leda komplexa processer med flera aktörer med goda resultat erfarenhet av samhällsplanering och hållbarhetsfrågor mycket god förståelse för näringslivsutveckling samt förmåga att stärka näringslivsklimatet och hålla ihop kommunens arbete med samhällsutveckling mycket god förmåga att uttrycka sig i tal och skrift på svenska

Meriterande: erfarenhet av fysisk planering, mark- och exploateringsfrågor eller bostadsförsörjning erfarenhet av att föra dialog med näringslivet, stödja företagsetableringar, attrahera investeringar och utveckla platsens attraktivitet erfarenhet av att hantera målkonflikter mellan tillväxt, ekonomi, hållbarhet, juridik, lokala intressen och politiska prioriteringar
