Job Description

BryceTech is seeking a Senior Emergency Response Operations Analyst to fill a critical need supporting the Federal Emergency Management Agency (FEMA) Office of Emerging Threats (OET). OET’s mission requirements focus on identifying, assessing, and informing FEMA and its mission partners about emerging threats that could challenge national response and recovery capabilities. This mission area covers a broad spectrum of evolving hazards, from cyberattacks and climate-driven impacts to advanced weapons technologies, requiring strong analytical support, cross-agency collaboration, and integration of intelligence, data analytics, and risk assessments to drive FEMA operational planning and capability development.

The Senior Emergency Response Operations Analyst will provide senior-level analytical, planning, and program support for complex emergency response and preparedness initiatives. The person in this role will:

  • Lead analysis of emergency response and preparedness plans, policies, programs, and capabilities related to emerging and high-consequence threats
  • Conduct strategic assessments and gap analyses to identify vulnerabilities, capability gaps, and opportunities to strengthen national response and recovery capabilities
  • Develop recommendations, plans, policies, procedures, and other products to support FEMA leadership and mission partners
  • Provide senior-level analytical support for complex scenarios involving CBRN, nuclear/radiological incidents, emerging threats, and other hazards with potential national-level consequences
  • Lead coordination with FEMA leadership, federal agencies, state and local partners, and other stakeholders on complex emergency management and preparedness initiatives
  • Develop executive-level briefings, presentations, reports, read-ahead materials, talking points, and other products for senior FEMA leadership
  • Support the planning, coordination, and execution of exercises, tabletop exercises, workshops, and other preparedness activities
  • Evaluate lessons learned, after-action findings, and operational feedback to identify improvements to emergency response programs and capabilities
  • Support the development and sustainment of program plans, standard operating procedures, operational guidance, and other program documentation
  • Research emerging threats, hazards, policies, technologies, and response capabilities and translate findings into actionable recommendations
  • Provide subject matter expertise and guidance to FEMA personnel and mission partners on emergency preparedness, response, recovery, and capability development
  • Facilitate working groups, interagency meetings, and stakeholder engagements and translate discussions into actionable requirements, recommendations, and follow-up activities
  • Prepare materials and analysis supporting senior leadership engagements, testimony, communications, and strategic decision-making
  • Independently manage multiple complex assignments and coordinate deliverables across government and contractor stakeholders
  • Mentor and provide guidance to junior analysts and other team members
  • Ensure contractor-developed products and materials meet applicable quality and Section 508 accessibility requirements

Qualifications

  • US Citizenship and ability to obtain DHS Public Trust
  • 11+ years of experience in emergency management, emergency response planning, preparedness, emerging threats, policy analysis, national security, or a related field
  • Demonstrated experience conducting strategic or program-level analysis of emergency preparedness, response, recovery, or risk management programs
  • Experience developing or evaluating emergency response plans, policies, procedures, capability assessments, gap analyses, or related program documentation
  • Experience working with federal agencies, interagency partners, or other government stakeholders on complex emergency management or national preparedness initiatives
  • Bachelor’s degree in a related field
  • Excellent verbal and written communication skills, including the ability to communicate complex issues to senior leadership
  • Strong analytical, organizational, and problem-solving skills
  • Proficiency with Microsoft Office products and Adobe Acrobat
  • Proficiency creating Data Dashboards for senior leaders utilizing PowerBI or Tableau
  • Ability to work independently, lead complex assignments, and collaborate effectively within multidisciplinary teams
