Salary Range: $148,380–$192,640
SUMMARY (Basic Purpose of the Job)
Leads and implements the information technology vision created by the CIO. Serves as a senior member of the IT leadership team and advises CIO and VP of IT Operations on issues affecting the operations and/or strategic direction of Capital Health IT. Collaborates with other IT and Operation leadership in planning, implementation and successful delivery of IT services. Drives process improvement initiatives across the IT division. Drives innovation, project management and healthcare transformation initiatives across the organization.
MINIMUM REQUIREMENTS
Education: Bachelor's degree.
Experience: Five years of experience in Information Technology. Two years of leadership experience.
Knowledge and Skills: Excellent leadership and teamwork skills, verbal and written communication skills. Experience leading and managing new site set-ups, major moves and major projects such as desktop, server, and infrastructure upgrades. Experience with regulatory agencies, HIPAA, and security related network initiatives, disaster recovery, PACS, and clinical, financial, and business healthcare applications.
Special Training: Previous planning and project oversight experience preferred. Mental, Behavioral and Emotional Abilities: Strong interpersonal, organizational, verbal, and written communications, analytical, and problem solving skills.

ESSENTIAL FUNCTIONS
- Works with VP of IT Operations and IT leadership in the development of the IT roadmap, including budgets that are aligned with strategic objectives. Leads IT planning efforts across the organization. Drives the development of enterprise technology policies, standards, and governance processes to ensure IT delivers value to the enterprise.
- Ensures IT products and technologies within the portfolio meet the appropriate standards and provides portfolio oversight to ensure projects achieve the expected business results. Assists with the decommissioning of applications as they are replaced. Fosters vendor relationships to ensure alignment with IT and system strategies.
- Assists in the development and management of the operating and capital budgets; providing monthly reports on financial performance to IT Leadership team. Assists IT leaders and business owners in managing and negotiating contracts.
- Monitors vendor performance against contractual provisions and reconciling financial issues with vendors Acts as departmental liaison for legal, procurement and IT operations, security review of applications, negotiating contracts for IT projects and organization initiatives with technology components.
- Establishes and manages the process for project intake across the system to guide project approval, vendor selection, resource allocation and prioritization.
- Leads the project management processes within IT to provide clear visibility on project portfolio health, implement standard project methodology and tools, improve scope control and change management, and enable resource management capabilities to track demand and capacity. Leads implementation of key strategic projects and other activities as needed at the request of the VP of IT Operations and CIO.
- Leads the development of standardized service and project management processes including Incident Management, Problem Management, Change Management, Release Management and Service Request Fulfillment.
- Partners with other departments and leads the implementation of the projects that come out of Center for Innovation and Transformation.
- Collaborates with senior leadership and innovation team to ensure alignment with strategic priorities.
- Manages Center for Innovation and Transformation program initiatives, adhering to project timelines, managing staff, communicating with partners, monitoring ongoing progress and adhering to reporting requirements.
- Establishes customer service documentation and communications standards for the team. Monitor service levels and customer satisfaction against service targets. Evaluates and implements opportunities for process improvement. Ensures the delivery, quality, and continuous improvement of all IT products and service management.
- Provides leadership, vision, and prioritization for optimizing the applications, supporting technologies, and IT processes. Oversees IT service optimization for all services and applications across all product service lines including Clinical, Human Resources, Financial Management, Revenue, Administrative, and IT. Ensures implementation of an application disaster recovery plan, and a business continuity plan.
- Makes professional development a priority by continually pursuing learning and professional/educational credentials (certifications and advanced degrees) for team members. Develops and guides Individual Development Plans (IDPs) for staff.
- Mentors new staff in Digital Transformation, project management methodology, and project portfolio management. Manages staff, sets performance standards, manages workflow, evaluates performance, provides coaching/mentoring, and recommends personnel actions within delegated authorities. Consults with Human Resources as appropriate.
