Head the port’s technical and capital development programme and work through the Operations Managers to keep port operations safe and uninterrupted. Identify technically and commercially viable investment opportunities based on the port’s development needs and assets. Prepare investor-ready packages, coordinate engagement with investors and third parties, and support pricing, commercial evaluations and negotiations. Oversee infrastructure projects from feasibility and procurement through to commissioning and handover.

Key Responsibilities:

Technical and development programme

  • Take ownership of the integrated technical and development roadmap, including project scopes, budgets, milestones and the risk register.
  • Lead technical feasibility assessments, preparations for the final investment decision (FID), engineering studies, design reviews and permitting, and manage coordination with related authorities.
  • Define procurement strategies, prepare technical specifications, evaluate tenders and recommend contract decisions.

Project delivery and contractor oversight

  • Serve as the client-side lead for consultants and contractors, controlling the programme schedule, quality, costs, variations, claims and HSE.
  • Oversee asset condition assessments, the prioritisation of critical maintenance and infrastructure readiness.
  • Direct commissioning, testing, resolution of defects, handover and preparation of as-built documentation.

Investment development and management of investors and third parties

  • Identify and develop viable port investment and infrastructure opportunities using feasibility studies, asset assessments, port development priorities and market requirements.
  • Lead the preparation of investment packages covering the concept, site requirements, scope, preliminary engineering, infrastructure interfaces, implementation schedule, indicative costs, key risks and proposed delivery or partnership options. Coordinate financial modelling with Finance.
  • Serve as the main technical and project point of contact for prospective investors, tenants, concessionaires and third-party operators. Coordinate site visits, technical information, due diligence, clarifications and proposal reviews.
  • Support investor discussions, commercial evaluations and negotiations by preparing technical and commercial assessments, tender documentation, contract inputs and recommendations in coordination with the Port Director, Finance and Legal.
  • Coordinate implementation across parties and monitor agreed milestones and technical obligations for investors, tenants, contractors and third-party operators, including approvals, infrastructure connections and handover.

Commercial development, pricing and revenue support

  • Support the review of port tariffs, berthing charges, land and facility rentals, marine service fees and other prices, and help develop recommendations based on operating costs, asset utilisation, market benchmarks and commercial sustainability.
  • Prepare preliminary commercial assessments and work with Finance and relevant advisers on business cases, capital and operating cost estimates, cash flow assumptions, revenue scenarios and cost recovery analysis.
  • Prepare and review technical and commercial proposals, tender evaluations, procurement recommendations, contract terms, variation assessments and service-level requirements. Participate in negotiations within delegated authority.
  • Use port operational data and stakeholder feedback to recommend practical ways to improve revenue, infrastructure utilisation, service offerings and third-party participation.

Port operations oversight

  • Supervise the two Operations Managers on a back-to-back rotation to maintain safe, uninterrupted 24/7 port operations and ensure clear shift handovers.
  • Establish operating priorities, service standards, KPIs and escalation procedures, and review operational performance with the Operations Managers.
  • Work with the HSE Officer to ensure effective HSE management, emergency preparedness and incident response across port operations and project sites.

Governance, reporting and team leadership

  • Submit monthly dashboards on technical and operational performance, along with decision papers, to the Port Director, Management Committee and Board.
  • Lead, coach and develop the Project Manager, Project Engineer, Operations Managers and HSE Officer.
  • Maintain complete documentation, approvals and an audit trail in line with stage-gate governance and the approved Delegation of Authority (DoA). Ensure investment proposals, pricing recommendations and third-party negotiations go through the required review and approval processes. The role may grant concessions, set tariffs or bind Marsa only where that authority has been expressly delegated.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
