1.Zadanie główne: Prowadzenie audytu wewnętrznego w Urzędzie Gminy Nowa Ruda i pozostałych jednostkach organizacyjnych Gminy. 2. Zakres obowiązków szczegółowych: a) opracowywanie i realizacja rocznego planu audytu wewnętrznego; b) przeprowadzanie zadań audytowych, w tym ocena procesów, systemów i procedur funkcjonujących w Urzędzie i jednostkach organizacyjnych; c) ocena adekwatności, skuteczności i efektywności kontroli zarządczej; d) identyfikowanie i ocena ryzyk związanych z realizacją zadańGminy; e) formułowanie zaleceń i rekomendacji służących usprawnieniu działalności jednostki oraz ograniczeniu zidentyfikowanych ryzyk; f) sporządzanie sprawozdań i innych dokumentów z przeprowadzonych czynności audytowych; g) przeprowadzanie czynności sprawdzających dotyczących wdrożenia zaleceń; h) współpraca z kierownictwem Urzędu, pracownikami komórek organizacyjnych oraz kierownikami jednostek organizacyjnych Gminy w zakresie realizowanych zadań audytowych; i) prowadzenie dokumentacji audytowej zgodnie z obowiązującymi przepisami i standardami audytu wewnętrznego; j) bieżące śledzenie zmian w przepisach dotyczących finansów publicznych, samorządu terytorialnego, kontroli zarządczej i audytu wewnętrznego. wykształcenie - wyższe (w tym licencjat) zawód - Audytor / kontroler 1. Wykształcenie (charakter lub typ szkoły): wyższe 2. Wymagany profil (specjalność): prawo, finanse, ekonomia, rachunkowość, zarządzanie, administracja 3. Niezbędne uprawnienia: następujące kwalifikacje do przeprowadzania audytu wewnętrznego: a) jeden z certyfikatów: Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP), Certified Information Systems Auditor (CISA), Association of Chartered Certified Accountants (ACCA), Certified Fraud Examiner (CFE), Certification in Control Self Assessment (CCSA), Certified Financial Services Auditor (CFSA) lub Chartered Financial Analyst (CFA), lubb) złożenie, w latach 2003-2006, z wynikiem pozytywnym egzaminu na audytora wewnętrznego przed Komisją Egzaminacyjną powołaną przez Ministra Finansów, lub c) uprawnienia biegłego rewidenta, lub d) dwuletnia praktyka w zakresie audytu wewnętrznego i uzyskanie świadectwa ukończenia studiów podyplomowych w zakresie audytu wewnętrznego, wydanego przez podmiot, który w dniu wydania świadectwa był uprawniony, zgodnie z odrębnymi ustawami, do nadawania stopnia naukowego doktora w dziedzinie nauk społecznych w dyscyplinach naukowych: ekonomia i finanse, nauki o zarządzaniu i jakości, nauki o polityce i administracji lub nauki prawne, lub, e) złożenie z wynikiem pozytywnym egzaminu państwowego na audytora wewnętrznego, o którym mowa w ustawie o finansach publicznych. 4. Doświadczenie zawodowe: w zakresie audytu wewnętrznego. 5. Predyspozycje osobowościowe: samodzielność, kreatywność, komunikatywność. 6. Umiejętności zawodowe: znajomość przepisów ustawy o finansach publicznych, Kodeksu postępowania administracyjnego, umiejętność obsługi komputera: pakiet MS Office, prawo jazdy kat.
