1. Opracowanie planu ochrony ludności i obrony cywilnej Miasta i Gminy Sztum 2. Organizacja formacji obronnych na terenie gminy. 3. Nadzór nad realizacją zadań ochrony ludności i obrony cywilnej przez podmioty ochrony ludności i obrony cywilnej. 4. Ewidencjonowanie podmiotów i zasobów ochrony ludności na obszarze gminy. 5. Wnioskowanie w imieniu Burmistrza Miasta i Gminy do Starosty o wydanie kart mobilizacyjnych obrony cywilnej dla podmiotów ochrony ludności. 6. Nadzór nad gminnymi zasobami ochrony ludności oraz infrastrukturą niezbędną do realizacji zadań ochrony ludności i obrony cywilnej oraz zaopatrzenia w wodę. 7. Wyznaczanie, zawieranie porozumień i wydawanie decyzji o uznaniu za podmiot ochrony ludności. 8. Opracowanie wkładu do wojewódzkiego planu ewakuacji w zakresie obszaru gminy. 9. Powiadamianie, ostrzeganie i alarmowanie ludności o zagrożeniach na obszarze gminy. 10. Utrzymywanie gotowości gminnych elementów systemów wykrywania zagrożeń oraz powiadamiania, ostrzegania i alarmowania o zagrożeniach. 11. Planowanie liczby i pojemności obiektów zbiorowej ochrony oraz zlecanie wykonania sprawdzenia obiektu budowlanego pod względem spełnienia lub możliwości spełnienia warunków dla obiektów zbiorowej ochrony. 12. Wprowadzanie danych do Centralnej Ewidencji Obiektów Zbiorowej Ochrony, zwanej dalej Centralną Ewidencją OZO. 13. Nadzór nad utrzymaniem, modernizacją i budową, na obszarze gminy, infrastruktury niezbędnej do realizacji zadań ochrony ludności i obrony cywilnej, w tym budowli ochronnych. 14. Zapewnienie funkcjonowania urzędu gminy w czasie wojny. 15. Zamawianie, dystrybucja i rotacja zasobów magazynowych gminy 16. Prowadzenie szkoleń w zakresie ochrony ludności i obrony cywilnej.
