THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $106,000.00 - $116,000.00.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community support. ACS manages community-based support and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The ACS Nicholas Scoppetta Children’s Center (NSCC) provides children with a temporary living environment that is non-judgmental, supportive, caring and structured, and strives to heal past and ongoing trauma. We believe that every child deserves safety, happiness, health, and love in our care, no matter how long or short their stay. Children in our care are prepared to transition to placement or achieve permanency after their stay at the Children’s Center. In caring for our kids, we prioritize the values of acceptance, compassion, respect, equality, growth, education, development, promoting self-esteem, tolerance, and the preservation of self-identity. NSCC is comprised of Pre-Placement Services, the Office of Placement Administration, Social Work, Case Planning Unit, and Program Development and Staff Wellness.
The QI department was designed to meet the mandate of the Family First Prevention Services Act (FFPSA) which took effect on 9/29/2021. QI/CFS in accordance with the (FFPSA), conducts and completes the evidence-based CAS II instrument to assess service intensity need for children, youth who may or require a Qualified Residential Treatment Program (QRTP) setting for the City of New York. QI-CFS conduct QI initial assessments and Long Stayer Reviews (LSR) for all ACS youth who require entry into a Qualified Residential Treatment Program (QRTP).
The QI Clinical Manager will provide management and oversight of CAS II assessment process in accordance with the federal Family First Prevention Services Act (FFPSA). In addition, the QI Clinical Manager will ensure planning, directing and evaluating operations, delivery of clinical services and evidence-based assessments for all Qualified Residential Treatment Programs (QRTP) are processed through the Qualified Individual/Child and Family Specialist (QI/CFS).
The QI Clinical Manager will be responsible for performing the following duties but not limited to:
- Provide guidance and management of QI-CFS activities to include; identifying different diagnoses among children/youth, analyze clinical documentation, conference with youth, families, community stakeholders and ACS divisions.
- Ensure interviews with family and youth are held to obtain or clarify any information needed to complete functional assessments and formulate child-specific short-and long-term mental and behavioral health goals.
- Monitor the level of service intensity regarding whether the needs of the child/youth can be met with family members, through placement in a foster family home or within QRTP setting.
- Approve the justification and efficacy of CASII assessment for QRTP placement among age specific youth.
- Ensure assessments, determination and documentation are presented to the court, the parent or guardian of the child, and to the attorneys within federally determined timeframes.
- Work with the Management team to monitor performance, training needs and division improvements.
- Establish data collection methods, data analysis process and bi/monthly reporting systems.
- Collaborate with the Children’s Center stakeholders to foster/build relationships and within/across divisions.

Qualifications
1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or
2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.
