Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The mission of the Planning and Resiliency (P&R) Bureau is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission, the P&R division includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit.

The Resiliency Implementation unit coordinates with City partners to increase the resiliency of City neighborhoods, facilities, and infrastructure through targeted development, funding, coordination, and operations of projects that reduce risk and mitigate damage of natural hazards to NYC.

NYC Emergency Management seeks a candidate responsible for (1) coordinating the Resiliency Implementation Unit’s Interim Flood Protection Measures (IFPM) program which provides temporary protection from storm surge to City facilities and neighborhoods and (2) supporting Resiliency Operations activities including but not limited to interagency coastal resiliency emergency operational planning and sharing deployable flood protection best practices with other entities..

The Resiliency Operations Specialist will:

- Identify, develop, and maintain tools that support operational decisions and protocols for the IFPM program and coastal resiliency operations - Facilitate interagency review of deployable program(s) operational documents - Provide coordination and/or training support for contractors, agency partners, and other entities involved in the operations, maintenance, and/or deployment of NYC flood protection. - Update and develop outreach tools and conduct outreach to stakeholders - Provide reporting, recordkeeping, interagency coordination, communications and/or construction management support during Resiliency Operations activations and exercises - Assist with IFPM construction monitoring and attend site visits for IFPM program and other projects as needed - Facilitate data collection and coordinate support for citywide resiliency mapping and operational decision-making for flood response - Support development of deployables best practices and knowledge sharing with partners - Assist with IFPM inventory management through data, fiscal, assessment, and review support - Support budget management, vendor coordination, invoicing, and procurement for program - Perform other duties as assigned by Resiliency and Recovery leadership

**PLEASE NOTE THE FOLLOWING:

As part of NYCEM's emergency response mission, this position participates on an Emergency Operations Center (EOC) team. During emergency activations, team members may be required to work evenings, weekends, holidays, or extended shifts in support of City response operations. Outside of activations, EOC members participate in periodic training and exercises to maintain operational readiness, and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Please note, the high end of the salary range is available to candidates who have been in City service two or more years.

Candidates must be authorized to work in the United States without employer support to be eligible for selection. Note that NYCEM does not participate in eVerify, which is required for the reauthorization of some visas.

The selected candidate will generally be required to work in person at the designated office location three days per week, subject to applicable telework policies and reasonable accommodations.

PREFERRED SKILLS

- Proficiency with Microsoft Office applications (Word, Excel, Access, and PowerPoint) - Strong written and oral communication skills - Strong analytical skills with ability to understand and communicate technical information to a variety of audiences - Experience with capital project development, project delivery, construction management, logistics, flood mitigation, and/or emergency management - Understanding of budget planning and/or financial management - Demonstrated ability to manage multiple projects, coordinate stakeholder communications, and provide project management support within specified deadlines - Comfortable working in fast-paced environment with rapidly-changing conditions and tight timeframes - Ability to work well within a team structure while maintaining independent latitude for good judgement - Experience with infrastructure operations, maintenance, repairs, and/or redesigns preferred - Driver’s license and ability to drive in NYC

Qualifications

1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or

3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.

Special Note: To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.
