Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $115,000 - $125,000.00

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATION STAFF ANALYST.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Family Services Division (FSD) and its network of contracted providers deliver one of the largest and most diverse continuums of community-based child welfare prevention services in the nation, improving safety, well-being, and permanency for thousands of families and children each year. FSD focuses on systems improvement, innovation, and strategic initiatives that require collaboration with major community partners to address urgent or emerging provider and family needs, city or state mandates, and high-priority strategic goals of ACS leadership.

The Office of Program Management & Sustainability (OPMS) oversees a dynamic portfolio of multi-partner projects that advance prevention strategies, foster innovation, and ensure the sustainability of evidence-based programs within the child welfare system. This role manages cross-functional teams spanning program development, systems, data analysis, and practice support. This position is critical to overall operations, supporting our contracted agencies and other key partners to improve safety, well-being, and permanency outcomes for children and families, and to enhance provider agencies' capacity to deliver comprehensive services and meet performance goals.

The Strategic Advisor position will report to the Associate Commissioner for OPMS. The preferred candidate will have strong knowledge of fiscal procedures, case practice requirements, and program development to promote alignment across units within OPMS and other ACS divisions. The selected candidate will be tasked with the following key responsibilities:

- Manage the strategic vision and ensure that workflows within the Office of Program Management & Sustainability (OPMS) remain consistent across teams; - Provide direct supervision and capacity building to staff on skills related to project management, data analytics, and human-centered design to support initiatives that require collaboration with major partners within and outside the division; - Supervise and support the Strategy and Insight Senior Associate on two major workstreams (1) the Family Experience Survey to ensure compliance with Local Law 17 and ensure the implementation of the Family Feedback Initiative; and (2) the Family Feedback Initiative, which creates a robust process to gather families’ feedback about their experiences in prevention services and make recommendations to leadership on service improvements based on findings; - Plan and facilitate effective communication with internal and external partners regarding the prevention continuum and intersections with other critical programmatic and policy areas within ACS and at other city agencies; - Partner with the Associate Commissioner to implement communication strategies to align on messaging across teams and with contracted providers, which includes drafting email communications and guidance; - Lead workstreams to crosswalk requirements outlined in the Prevention Standards and Indicators with PAMS and Scorecard requirements. - Facilitate collaboration with internal teams, including the Division of Policy, Planning, and Measurement, to collect and analyze data to understand system health and to drive system policy, funding, and advocacy decision-making; - Partner closely with contracted resources to ensure that the prevention service systems are responsive to the needs of families involved with the child welfare system and to maximize efficiency in the delivery of those services; - Apprise FSD leadership of emerging and operational issues, and provide technical assistance for the provider agencies; - Lead in special projects such as the development of OPMS’ Operational Guide for Contract Processes; - Prepare documents and make presentations to key partners to generate buy-in, improve the quality of families’ experiences and circumstances. - Cover meetings to represent the division’s priorities on behalf of the OPMS Associate Commissioner in internal and external workgroup meetings; - Be a thought partner to identify appropriate metrics and criteria to evaluate the fiscal and programmatic sustainability of programs. - Manage projects, including defining the problem, identifying resource needs, executing workstreams, and delivering valuable insights across the program portfolio.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
