About the Role

CKH Group is hiring a full-time, Philippines-based Government Accountant with hands-on Bisan ERP experience and a background in U.S. governmental accounting. The role is dedicated to a single international public-sector engagement for approximately 12 to 14 months, with potential extension and future engagements. You will support a national government finance ministry, funded by a multilateral development bank, that reports under U.S. governmental accounting standards (GASB) and runs its general ledger in Bisan ERP. The work covers:

  • Reconciling fiscal year 2026 balances and clearing a reconciliation backlog;
  • Helping government-owned component units reconcile open balances;
  • Preparing audit schedules; and
  • Helping ministry staff use Bisan.

You will be the team member who works in Bisan every day, reporting to a U.S.-based Engagement Manager.

Key Responsibilities

  • Reconcile general ledger balances in Bisan to bank statements, subsidiary ledgers, and third-party support, and document each reconciliation in a clear, reviewable workpaper.
  • Clear backlogged monthly and year-end reconciliations, research reconciling items, and draft proposed adjusting journal entries with support for client approval.
  • Produce a reconciled year-end trial balance ready for financial statement preparation and audit.
  • Work with finance staff at government-owned entities to reconcile and resolve open balances across multiple fiscal years, including amounts due to and from the primary government.
  • Prepare audit schedules from the auditor’s request list for the accounts you reconcile, and help answer auditor questions.
  • Pull reports, trace transactions, and use Bisan’s general ledger, banking, fixed asset, and reporting functions to support the work.
  • Show client staff how to record journal entries, run reconciliations, and produce reports in Bisan. Client staff make all postings.
  • Help the U.S. team build working knowledge of Bisan.
  • Join a weekly client call and regular check-ins with the Engagement Manager.
  • Maintain the open-items list, contribute to monthly status reports, and track time accurately

Required Qualifications

  • At least 1 year of hands-on use of Bisan ERP’s financial modules, including journal entries, bank reconciliation, financial reports, and transaction drill-down.
  • At least 3 years of accounting experience under U.S. GAAP, including work for U.S.-based clients or a U.S. firm’s offshore team.
  • Working knowledge of GASB fund accounting, including governmental and proprietary funds, interfund balances, and component units.
  • Demonstrated ability to clear reconciliation backlogs and resolve aged or unexplained balances.
  • Experience preparing audit schedules and responding to external auditor requests.
  • Advanced Excel skills, including lookups, pivot tables, and reconciliation templates.
  • Fluent written and spoken English, and confidence explaining accounting steps to client staff.
  • Bachelor’s degree in accounting or a closely related field.

Preferred Qualifications

  • Philippine CPA license, or progress toward a U.S. CPA or CMA.
  • Experience with U.S. state or local government clients, or with GASB 34 financial statements.
  • Familiarity with federal grants compliance (Uniform Guidance, 2 CFR 200).
  • Experience on projects funded by the World Bank, Asian Development Bank, or other development partners.
  • Experience training ERP end users or supporting an ERP implementation or data cleanup.
  • Familiarity with other public-sector ERPs, such as Tyler, OpenGov, or Caselle.

Working Conditions

  • Fully remote, Monday to Friday, about 7:00 AM to 4:00 PM Philippine Time, with occasional early-morning or evening calls. The client is 4 hours ahead of the Philippines (UTC+12), and the U.S. team works Eastern Time.
  • A quiet home office, reliable broadband with a backup connection, and backup power.
  • Work only on a CKH-provided or CKH-approved secure device, following CKH’s IT security and remote work policies.
  • A confidentiality agreement and background check are required.
  • Short trips to the client site are possible but not expected.
