We are looking for an experienced HR Business Partner to join an established organisation within Singapore’s healthcare/community care sector.
This is a senior HR appointment combining strategic HR Business Partnering, Talent Acquisition and workforce planning. Working closely with senior business and HR leaders, you will help shape the organisation’s people agenda, address workforce challenges and translate business priorities into practical HR solutions.
Importantly, this role offers a clear pathway towards broader HR leadership responsibility in the near term.
Key Responsibilities
Strategic HR Business Partnering & Leadership
- Partner senior management and business leaders to understand organisational priorities and translate them into effective people and workforce strategies.
- Serve as a trusted HR advisor to senior stakeholders, providing sound and practical guidance on workforce, talent and people-related matters.
- Provide strategic HR perspectives and recommendations to support business planning and organisational decision-making.
- Develop a strong understanding of operational priorities and anticipate workforce challenges, capability gaps and emerging people needs.
- Influence and challenge stakeholders constructively, balancing business requirements with people considerations, HR governance and organisational priorities.
- Contribute to the development and implementation of broader HR strategies, policies and organisational initiatives.
- Work closely with the HR leadership team and progressively assume broader responsibilities across the HR function.
Workforce Planning & Talent Acquisition
- Lead workforce planning initiatives to ensure manpower strategies are aligned with the organisation's current operational needs and long-term strategic priorities.
- Partner business leaders to assess manpower requirements, identify workforce capability gaps and develop sustainable staffing plans to support organisational growth.
- Develop and implement workforce strategies to address manpower challenges, optimise resource allocation and ensure workforce readiness across different functions.
- Analyse workforce trends, headcount requirements, attrition patterns and manpower risks to provide actionable insights and recommendations to senior management.
- Work closely with business leaders to anticipate future workforce demands, identify critical roles and develop proactive plans to address potential manpower shortages.
- Drive workforce optimisation initiatives, including manpower deployment, resource planning and succession considerations to strengthen organisational effectiveness.
- Oversee talent acquisition activities across professional, corporate, operational and frontline functions, ensuring recruitment efforts are aligned with workforce plans and business priorities.
- Develop sustainable talent pipelines and targeted recruitment strategies for critical, recurring and hard-to-fill positions.
- Strengthen recruitment governance, hiring processes and talent attraction initiatives to support effective and timely manpower fulfilment.
- Provide senior stakeholders with workforce insights, labour market intelligence and recommendations to support informed manpower and talent decisions.
HR Strategy, Governance & Continuous Improvement
- Contribute to broader people strategies and HR initiatives beyond Talent Acquisition, working collaboratively across the HR function.
- Review HR and recruitment policies, processes and workflows and identify opportunities to strengthen effectiveness, governance and service delivery.
- Leverage workforce data and HR insights to support management decision-making and organisational planning.
- Support HR transformation, process improvement and change initiatives as the organisation continues to evolve.
- Maintain strong knowledge of Singapore employment legislation, regulatory requirements and fair employment practices, ensuring HR practices remain compliant and relevant.
- Provide leadership and guidance to HR team members and support the development of overall HR capability.
- Take on an increasingly broader HR portfolio as part of the planned evolution of the role.
What We’re Looking For
- Approximately 10+ years of progressive HR experience
- Strong track record in HR Business Partnering, with meaningful hands-on Talent Acquisition experience
- Experience partnering and influencing senior business leaders
- Good exposure to workforce planning, talent strategy and broader HR initiatives
- Broad HR knowledge beyond recruitment, with the potential to take on wider functional leadership
- Strong business acumen, stakeholder management and influencing skills
- Good knowledge of Singapore employment legislation and fair employment practices
- Experience within healthcare, community care, social services or other manpower-intensive environments would be advantageous
- IHRP, CIPD, SHRM or equivalent accreditation would be an advantage
The Opportunity
This would suit an established HR professional who enjoys staying close to the business while thinking strategically about people and workforce challenges. You may currently be an experienced HRBP or HR leader looking for greater functional ownership and a pathway into a broader HR leadership role.
If you bring strong HRBP foundations, solid Talent Acquisition experience and are ready for the next step in your HR leadership journey, we would be keen to hear from you.
