**This is a full time, salaried, hybrid position based out of our Main Campus in Milwaukee, Wisconsin.
Job Summary Leads enterprise infrastructure for Children's Wisconsin. Reporting to the CTO, directs infrastructure strategy execution, engineering, and operations across clinical and business locations. Accountable for availability, capacity, recovery, lifecycle investment, and modernization supporting continuous patient care. Leads functional managers and technical staff within the approved organization and staffing plan. Scope spans network and telecommunications, compute and virtualization, storage and backup, data centers, and cloud platforms. Sets priorities and allocates approved workforce and financial resources across these functions. Owns infrastructure operating and capital planning and vendor performance within delegated authority. Partners with Enterprise Architecture, Information Security, and Client Services.
Essential Functions
- Department leadership. Directs infrastructure managers and staff. Establishes goals, assigns accountability, and evaluates performance. Oversees recruitment, staffing, employee development, succession planning, and corrective action in accordance with organizational policies. Promotes respectful communication, collaboration, and timely resolution of concerns.
- Infrastructure operations. Establishes service levels, support coverage, monitoring, and escalation procedures for infrastructure services. Reviews availability, performance, capacity, and incident trends; directs corrective actions and continuous improvement. Coordinates infrastructure response to major incidents and communicates service impact, recovery status, and unresolved risks.
- Planning and modernization. Develops infrastructure strategies, roadmaps, and lifecycle plans in alignment with CTO direction, enterprise architecture, and service needs. Evaluates options and recommends investments based on service requirements, total cost, risk, and organizational capacity. Directs approved modernization and technology retirement activities.
- Engineering and delivery. Oversees infrastructure design, implementation, and transition into operation. Establishes delivery priorities and allocates resources across projects and ongoing services. Ensures solutions meet approved standards and include testing, implementation and rollback procedures, documentation, and support readiness.
- Cloud and automation. Directs cloud platform engineering and infrastructure automation. Establishes repeatable provisioning and operating practices, including infrastructure as code, in coordination with architecture and security partners. Ensures cloud services have defined ownership, connectivity, monitoring, cost controls, and recovery arrangements.
- Recovery and resilience. Directs infrastructure backup, restoration, and disaster recovery planning. Coordinates recovery objectives and dependencies with application and business owners. Ensures recovery procedures are documented, tested, and maintained, and that findings are tracked through remediation.
- Financial and vendor management. Develops and manages infrastructure operating and capital budgets, forecasts, and renewal plans. Monitors expenditures and explains variances. Oversees vendor selection, statements of work, and supplier performance with procurement and the IT Business Office, within delegated purchasing and contracting authority.
- Operational controls. Implements change, incident, problem, configuration, and lifecycle management practices within infrastructure. Ensures patching, access controls, vulnerability remediation, and other infrastructure safeguards follow approved policies. Supports risk assessments and audits and maintains evidence of assigned controls.
- Organizational partnership. Coordinates priorities and dependencies with clinical and business leaders, Applications, Analytics, Client Services, Enterprise Architecture, and Information Security. Partners with Facilities and Clinical Engineering on infrastructure requirements for sites and connected medical devices. Resolves service ownership and delivery issues across teams.
- Management reporting. Reports service performance, financial position, delivery progress, workforce needs, and material risks to the CTO and relevant governance groups. Presents recommendations and tradeoffs in terms that support informed decisions.

Education
- Bachelor's Degree information technology, computer science, engineering, business, or a related field required
Experience
- 7+ years of progressively responsible IT infrastructure experience. required
- At least 3 years of formal people management experience. Experience must include leadership of technical teams, employee coaching and development, infrastructure service delivery, significant technology initiatives and technology procurement or budget forecasting required
- Experience implementing cloud platforms or infrastructure automation, including infrastructure as code; directing formal recovery exercises; owning departmental operating and capital budgets; or managing contractual service levels and supplier performance required
- Healthcare experience and relevant service management or technology certifications preferred
Knowledge, Skills and Abilities
- Technical depth in at least one infrastructure discipline and experience collaborating across infrastructure teams to evaluate designs, dependencies, and service requirements.
- Ability to develop technology roadmaps, coordinate delivery, and explain technical recommendations to organizational partners.
- Demonstrated ability applying IT service management practices, improving change processes, supporting major incident response, managing technology vendor relationships, and communicating with technical teams and executive leadership.
- Proven ability to manage managers or hold direct operational accountability across multiple infrastructure disciplines.
- Broader operating experience with compute and virtualization, storage and backup, and cloud platforms.
