Wat ga je doen?

Jij bent de financiële sparringpartner voor onze budgethouders en managers, en vertaalt ontwikkelingen binnen de organisatie naar heldere financiële inzichten, risico’s en kansen.

Concreet betekent dit dat jij:

  • De Bestuursrapportages (burap) duidt en toelicht in de vergaderingen van het Algemene Bestuur;
  • Budgethouders adviseert op het gebied van financiën, rekening houdend met actuele ontwikkelingen op dat gebied;
  • Financiële en fiscale risico’s signaleert en hierover proactief adviseert;
  • Een coördinerende en initiërende rol pakt in diverse projecten cq. beleidsgebieden;
  • De juistheid en volledigheid van investeringen, exploitatie bespreekt in relatie tot hoe de voortgang ervan wordt verantwoord;
  • Jaarlijks en tussentijds analyses maakt per programma en beleidsveld;
  • Zorgt dat we voldoen aan de rechtmatigheidseisen en vastgesteld financieel beleid;
  • Cijfers vertaalt naar begrijpelijke informatie en managers helpt om afwijkingen goed te duiden in rapportages en begrotingen;
  • Bestuurs- en kredietvoorstellen toetst en betalingen autoriseert;
  • Financieel beleid, zoals treasury-, afschrijvings- en activeringsbeleid, en reserve- en weerstandsvermogen opstelt en zorgdraagt voor toetsing van de effectiviteit en beleidsevaluatie.

Je analyseert en duidt financiële rapportages en toelichtingen van (cluster) managers, directie en bestuur, en bent de schakel tussen cijfers, processen en mensen. Je raadpleegt informatie uit systemen zoals BIC, Unit4 en Ultimo, volgt wet- en regelgeving op de voet, en stemt ontwikkelingen af met collega-adviseurs, controllers, de accountant en andere waterschappen.

Je vind het leuk om te bewegen in een politiek-bestuurlijke omgeving en het Algemeen en Dagelijks Bestuur mee te nemen in duiding. Jij zorgt met jouw analyse, advies en signaalfunctie dat procesmanagers inzicht hebben in de voortgang van de realisatie van hun doelen in relatie tot de financiële impact en tijdig kunnen bijsturen. Je bent de link in het vertalen van de business naar financiën.

Over het proces Financiën

Het proces Financiën is de ruggengraat van onze organisatie. Wij zorgen voor betrouwbare financiële gegevens en adviseren over de financiering van ons werk aan schoon, veilig en voldoende water. Dat doen we in nauwe samenwerking met onze collega's van planning & control en de collega's van de overige processen zoals procesmanagers, projectleiders en medewerkers.

We verzorgen de financiële administratie, het betalingsverkeer, en berekenen belastingtarieven. Daarnaast analyseren en adviseren over stuurinformatie voor onze organisatie én externe partijen zoals de accountant. We signaleren in- en externe ontwikkelingen en vertalen deze naar onze organisatie. We werken voortdurend aan het digitaliseren en verbeteren van onze processen.

Dit ben jij

Jij bent sterk in analyse en het leggen van verbanden tussen cijfers én beleid en processen. Waar anderen grijze gebieden zien, breng jij helderheid. Je beweegt soepel in een politiek-bestuurlijke omgeving en weet met overtuigingskracht te adviseren. Je bent een stevige gesprekspartner voor de (cluster)manager, directe en het bestuur.

Daarnaast:

  • Heb je een HBO- of WO-opleiding in een financiële richting;
  • Breng je ca. 5 jaar relevante werkervaring mee in een vergelijkbare rol;
  • Weet je goed om te gaan met verschillende belangen en dynamiek van een bestuurlijk politieke organisatie;
  • Ben je analytisch sterk, communicatief vaardig en rolbewust.

  • Een salaris van € 4.780,- tot € 6.583,- per maand;
  • Een individueel keuzebudget van 21% van je brutosalaris, voor extra verlof of salaris;

  • 144 verlofuren + 7,2 bovenwettelijke uren per jaar (bij 36 uur);
