What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $80,217.00 - $105,000.00. We also offer generous benefits for full-time employees which include but are not limited to:

This is a limited position with an expected end date of June 30, 2029, with the possibility of extension past this date, dependent on funding.

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site 3 days per week and off-site as needed. Employees must work within the state of Colorado on their off-site days. The office for this position is located at the Wellington E. Webb Municipal Building at 201 W. Colfax Ave., Denver, CO 80202.

What You’ll Do

Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of six divisions: Division of Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; and Environmental Quality. As the Senior Evaluator – Community Health you will be integral to DDPHE strategic learning and evaluation activities, which support responsive programs and provide forward-looking insights to guide action throughout the project lifecycle. Through collaboration with program staff, community members, and fellow learning and evaluation team members, you will lead evaluation for DDPHE community health initiatives. This position will develop robust learning and evaluation practices that meet the needs of diverse partners and coordinate across partners and evaluation components to facilitate understanding of processes and impacts at varied program and initiative levels. Duties may include, but not be limited to, assessment of needs, development of systems and reporting, data sharing and tracking, grantee engagement, and collaborative evaluation design and data collection and analysis processes. The position will actively assist DDPHE and partners in working to achieve greater health equity for disproportionally impacted populations.

Specifically, as the Senior Evaluator you will:

  • Work in close collaboration with community health program teams—food systems, tobacco, chronic disease, and other teams—to ensure alignment between program objectives and evaluation activities and to support externally contracted evaluation and internal learning and evaluation
  • Act as partner, support, lead, practitioner, or guide in evaluation planning, inclusive of developing key evaluation questions; assessment and synthesis of appropriate evidence; and use of appropriate methodologies, models, and literature
  • Participate in evaluation efforts that support continuous quality improvement along with statewide learning by developing evaluation plans, complying with data reporting requirements, reviewing progress, and identifying barriers
  • Support teams in making sense of complex systems change and policy work, developing practical learning and measurement approaches, and using evidence, reflection, and community input through facilitation, monitoring, evaluation, accountability, and learning processes
  • Provide technical assistance and training to partners, for instance, through leading learning processes, facilitating the use of equity centered methodologies and research methods, and other means to evaluate and find opportunities for development
  • Create detailed reports and presentations outlining programs’ progress and effectiveness and present results and conclusions to boards, project partners, grantors, or additional interested partners
  • Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE’s responsibilities outlined in the City’s Emergency Operations Plan. This may require being ‘on-call’ from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided
  • Other duties as assigned.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Experience leading evaluation for public health prevention programs, including policy efforts, and experience with the CDC’s Program Evaluation Framework
  • Ability to independently assess program learning and evaluation needs and to lead collaborative evaluation/applied research
  • Quantitative and qualitative research/methods skills, ability to plan and carry out mixed methods, and experience collecting, analyzing, synthesizing, and reporting data from varied sources
  • Ability to apply evaluation/research methodologies to assess the effectiveness and efficiency of programs and initiatives
  • Experience collaborating with partners diverse in a multitude of ways, including education, lived experience, language, occupation, and interest
  • Strong skills in communication and translating findings through a variety of mediums to inform decision-making, program development, and learning by program leaders and a variety of partners
  • Collaborative and continuous-learning mindset
  • Ability to handle a variety of tasks with a high degree of accuracy

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Public Health, Environmental Health, or in a related field based on a specific position.
  • Experience Requirement: Three (3) years of professional experience conducting research and analysis on a variety of environmental or public health issues or conducting environmental or public health inspections and investigations to ensure compliance with regulations and standards.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: None.
