Job Description

The Facility Project Manager provides overall leadership, contract management, and performance accountability for a statewide program covering 13 federally owned properties, approximately 150 leased locations, delegated facilities, and future portfolio changes throughout Tennessee. This position directs the integrated delivery of facilities engineering, operations and maintenance, custodial, administrative support, repair, construction management, and related services. The role is accountable for safe and compliant operations, tenant satisfaction, asset preservation, cost and schedule control, measurable service performance, accurate reporting, and a collaborative partnership with customer stakeholders.

Key Job Functions

  • Lead a geographically dispersed team and supplier network, maintains 24/7 emergency-response readiness and continuously improves building reliability, energy performance, data quality, and program value.
  • Responsible for contract cost, schedule, quality, technical performance, risk, staffing, subcontractors, suppliers, and required data across the statewide portfolio.
  • Direct integrated facilities engineering, operations and maintenance, custodial, administrative support, repairs, and construction management services across geographically dispersed owned, leased, and delegated facilities.
  • Establish staffing, supervision, training, succession, and coverage plans that provide qualified personnel, required licenses and certifications, and 24/7 readiness for emergencies, entrapments, life-safety events, critical system failures, and threats to federal property.
  • Ensure building systems are operated, maintained, tested, and repaired in accordance with customer requirements, manufacturer requirements, customer policies, OSHA requirements, and applicable federal, state, and local codes, permits, environmental obligations, and industry standards.
  • Lead a reliability-centered, data-driven maintenance and continuous commissioning program that maximizes uptime, protects asset life, maintains required space conditions, and improves energy and water performance through operational optimization and demand management.
  • Maintain effective programs for life safety, emergency preparedness, workplace safety, water quality, environmental compliance, vertical transportation, building automation and controls, access management, and business continuity; immediately escalate material operational or compliance risks.
  • Ensure complete, timely, and accurate use of customer systems and records, including NCMMS and other required acquisition, real estate, project-management, event-notification, and access-control applications; safeguard data integrity and support audits, inspections, and data calls.
  • Prepare and deliver contractually required monthly and annual reports, facility assessments, Building Operating Plans, performance dashboards, budget forecasts, utility analyses, project updates, and executive-level briefings with clear risks, trends, recommendations, and corrective actions.
  • Oversee small-project delivery from concept, estimating, scope development, and funding coordination through inspection, acceptance, and closeout, and provide onsite coordination and technical support for larger projects.
  • Select, manage, and evaluate subcontractors, vendors, and suppliers; verify qualifications and service quality; ensure timely proposals and materials; control costs and markups; and maintain sufficient in-house capability and supplier depth to prevent service delays.
  • Build productive relationships with the customer stakeholders and property personnel, tenant agencies, lessors, inspectors, utilities, and third-party contractors; provide timely communications on facility conditions, outages, projects, service disruptions, and tenant concerns.
  • Lead contract phase-in and phase-out activities, including recruitment, clearances, systems access, asset and records validation, operating-plan development, safety documentation, subcontractor readiness, knowledge transfer, and continuity of operations.

Qualifications

  • Education: Bachelor’s degree in facilities management, engineering, construction management, business administration, or a related field required; an equivalent combination of relevant education and progressively responsible experience may be considered.
  • Experience: At least 10 years of progressively responsible experience managing complex facilities operations and maintenance programs, including at least 5 years with direct accountability for a multi-site integrated facilities management contract of comparable geographic reach, service breadth, budget, and operational risk. Experience managing federal or other highly regulated government facilities, performance-based service requirements, 24/7 emergency response, subcontractors, and customer-facing operations is strongly preferred.
  • Leadership: Demonstrated success directing multidisciplinary, geographically dispersed teams and subcontractors across engineering, skilled trades, custodial, administrative, emergency response, and construction/project-management functions.
  • Contract and financial management: Experience managing performance-based contracts, service levels and KPIs/AQLs, budgets, estimates, allowable costs, subcontractor pricing, change control, risk, schedules, and corrective actions.
  • Technical knowledge: Working knowledge of commercial building systems and facilities engineering, including HVAC, electrical, plumbing, fire and life safety, generators, elevators, building automation and controls, structural and architectural systems, utilities, and preventive/predictive maintenance.
  • Compliance: Strong knowledge of OSHA requirements and applicable federal, state, and local safety, environmental, permitting, accessibility, and building-system regulations; familiarity with relevant ASHRAE, NFPA, ASME, ANSI/IES, and industry maintenance standards.
  • Systems and analytics: Demonstrated proficiency with CMMS platforms, asset and preventive-maintenance data, performance dashboards, utility and trend analysis, document control, and Microsoft Office applications. Experience with GSA NCMMS and related GSA systems is preferred.
  • Communication: Exceptional written, verbal, presentation, negotiation, and stakeholder-management skills, with the ability to convert technical and financial information into concise executive reporting and actionable decisions.
  • Credentials: Certified Facility Manager (CFM), Facilities Management Professional (FMP), Project Management Professional (PMP), Certified Energy Manager (CEM), or comparable credential preferred. OSHA 30-hour training is preferred.
  • Other requirements: Ability to obtain and maintain required federal suitability, HSPD-12 credentials, system access, and site access; valid driver’s license and ability to travel throughout Tennessee and respond outside normal business hours when operational needs require.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
