Human Resources Manager | Singapore Construction Company

We are looking for a professional, detail-oriented and responsible HR Manager with a diploma qualification and strong organizational skills to assist the company with daily human resources, administrative, workers’ dormitory and company vehicle management matters.

【Job Responsibilities】

Human Resources Management

• Handle employee recruitment, interview arrangements, onboarding and offboarding procedures.

• Process work pass applications, renewals, cancellations and related follow-ups.

• Maintain employee records, employment contracts, attendance, leave and overtime records.

• Handle payroll calculations and other HR administrative duties.

• Follow up on construction workers’ medical examinations, insurance, training certificates and the validity of related documents.

• Coordinate with project managers on worker deployment, site entry documents and other relevant materials.

Workers’ Dormitory Management

• Manage and maintain the company’s workers’ dormitories.

• Arrange workers’ check-in, room transfers and check-out procedures, and maintain accommodation records.

• Follow up on dormitory cleaning, repairs, facility maintenance and safety matters.

• Handle workers’ accommodation-related issues and liaise with dormitory management, maintenance personnel and relevant authorities.

• Ensure that the dormitories comply with company requirements and relevant regulations.

Company Vehicle Management

• Manage company vehicles, including vehicle allocation and usage records.

• Follow up on vehicle insurance, road tax, repairs, servicing, inspections and the validity of related documents.

• Arrange vehicle repairs and servicing to ensure that all vehicles remain in good and safe operating condition.

• Manage drivers and vehicle usage arrangements, and maintain records of mileage, fuel expenses, repair costs and other relevant information.

• Handle vehicle accidents, traffic fines and other vehicle-related matters.

Personal Assistant to the General Manager and Administrative Duties

• Assist the General Manager with scheduling, meetings, business appointments and travel arrangements.

• Prepare meeting minutes and follow up on work progress and outstanding matters.

• Assist in preparing emails, letters, reports and company documents.

• Liaise and coordinate with clients, suppliers, subcontractors and relevant authorities.

• Handle daily office administrative duties and other tasks assigned by the General Manager.

【Requirements】

• Must possess a diploma qualification.

• Must have experience working in a Singapore construction company, with at least 2 years of relevant HR or administrative experience.

• Familiar with construction industry worker management, work pass applications and related administrative procedures.

• Must have experience in workers’ dormitory management, including check-in arrangements, dormitory maintenance and accommodation record management.

• Must have experience in company vehicle management, including vehicle insurance, road tax, repairs, servicing and usage arrangements.

• Familiar with Singapore Ministry of Manpower (MOM) procedures, as well as the practical handling of payroll, CPF and foreign worker levy matters.

• Able to independently handle daily HR, dormitory and vehicle management duties. Candidates with experience as a Personal Assistant to a General Manager will have an added advantage.

• Possess good spoken and written English and Chinese communication skills, with the ability to handle documents in English and communicate with Chinese-speaking employees and business partners.

• Proficient in Microsoft Excel, Word and Outlook. Experience using payroll or HR systems will be an advantage.

• Detail-oriented, organised, responsible and able to prioritise tasks effectively.

• Possess good communication and coordination skills, with the ability to proactively follow up on issues and drive them towards resolution.

• Possess a high level of confidentiality and be able to handle employee information and company confidential matters appropriately.

【Job Details】

Work Location: Northern Region

Working Hours: Monday to Friday, 8:30 a.m. to 5:30 p.m.

Salary: $4,500 to $6,000, negotiable depending on experience and professional qualifications

Expected Start Date: Flexible
