В DMED мы создаём масштабные цифровые и государственные проекты. Мы ищем системного и опытного Head of PMO Dev, который возьмёт на себя управление процессами разработки, администрирование Jira/Confluence и развитие команды проектных менеджеров для обеспечения высокого качества и соблюдения сроков поставки продуктов.

Сквозные процессы

  • Стандарты проектов: Владение стандартами ведения проектов (планирование, статусы, риски, отчётность, релизный флоу, работа с багами и техдолгом).
  • Регламенты: Поддержка и развитие действующих регламентов, доведение начатых инициатив до внедрения.
  • Исключения и оптимизация: Ведение реестра исключений из стандартов и пересмотр неработающих правил.
  • Балансировка процессов: Выстраивание общего процесса для двух направлений с разными заказчиками без потери скорости.

Jira и инструменты

  • Администрирование Jira Cloud: Настройка проектов, workflow, схем доступов, автоматизаций, Plans и дашбордов на уровне сайта.
  • База знаний: Поддержка и структурирование базы знаний и регламентов в Confluence.
  • Интеграции и отчётность: Выстраивание интеграций и отчётности для руководства.

Развитие менеджеров

  • Управление командой: Найм, онбординг, увольнение менеджеров, их закрепление за направлениями и переводы.
  • Оценка и рост: Проведение 1:1, ПИР, перформанс-ревью по матрице компетенций, калибровка оценок с продакт-оунерами.
  • Ресурсы и нагрузка: Контроль нагрузки менеджеров, отпусков, замещений, ворклогов и овертаймов.
  • Обучение и разборы: Проведение собраний отдела, организация обучения, разбор инцидентов и отклонений по срокам.
  • Автономия: Повышение самостоятельности менеджеров для принятия решений без лишней эскалации.

Requirements

Опыт и квалификация

  • Опыт в IT: От 5 лет в проектном управлении в IT-разработке, из них не менее 2 лет — руководителем команды менеджеров (от 5 человек) или руководителем PMO.
  • Трансформация процессов: Подтверждённый опыт постановки процессов с нуля или их пересборки (способность показать внедрённый регламент/процесс и названный измеримый результат).
  • Жизненный цикл разработки (SDLC): Глубокое понимание релизных циклов, QA, баг-триажа, управления техдолгом и оценки задач.

Инструменты и структура

  • Администрирование Jira: Опыт администрирования Jira на уровне сайта (workflow-схемы, permission schemes, автоматизации, дашборды) и свободное владение Confluence.
  • Матричное управление: Опыт работы в матричной структуре и применения влияния без прямой власти (навыки эффективных договорённостей с продактами, разработкой и топ-менеджментом).
  • People Management: Опыт полного цикла управления людьми (найм, 1:1, оценка по компетенциям, ИПР, увольнения).

Будет плюсом

  • Опыт в проектах для госсектора или здравоохранения.
  • Опыт одновременного применения продуктовой и проектной моделей.
  • Опыт внедрения Scrum или спринтовой разработки.
