Career Opportunity Manager, Technology Infrastructure Modernization 1 Full-time, Permanent Position Is This Role for You? The Manager, Technology Infrastructure Modernization leads the planning and delivery of technology infrastructure modernization initiatives across the organization. The role translates business and operational needs into secure, resilient and scalable infrastructure solutions spanning networks, data centers, communication rooms, cloud and computing platforms, telecommunications, and supporting operational technology environments. This is primarily a project and solution-delivery leadership role. The manager is accountable for the modernization portfolio from discovery and solution definition through procurement, implementation, transition and benefits realization. Day-to-day infrastructure operations, incident response and Tier 2 or Tier 3 support are not the primary focus; operational involvement is limited to enabling safe implementation, resolving project-related escalations and ensuring solutions are transitioned effectively to the teams responsible for ongoing support. Day in The Life Every day will bring new opportunities to shape and deliver technology infrastructure modernization, with responsibilities including: Modernization Strategy & Portfolio Delivery • Build and maintain a multi-year technology infrastructure modernization roadmap aligned with organizational priorities, asset lifecycle needs, cybersecurity requirements and business outcomes. • Lead a portfolio of concurrent infrastructure projects from concept and business case through design, procurement, implementation, commissioning and closeout. • Prioritize investments based on risk, value, dependencies, capacity and readiness, and provide clear recommendations to leadership. • Establish measurable scope, outcomes, milestones, resource plans and delivery accountabilities for each initiative. • Monitor portfolio health, resolve cross-project dependencies and escalate decisions early to protect schedule, cost, quality and benefits. Solution Architecture & Technical Delivery • Lead the definition and delivery of modern infrastructure solutions across enterprise networking, wireless, data centre and communication-room environments, cloud and compute platforms, telecommunications, and related technology infrastructure. • Ensure solution designs are secure, resilient, supportable, interoperable and fit for a mission-critical airport environment. • Coordinate technical discovery, options analysis, proof-of-concept work, detailed design, implementation planning, testing, commissioning and acceptance. • Ensure modernization solutions meet architecture, cybersecurity, IT General Controls (ITGC), NIST-aligned requirements, regulatory obligations and organizational standards. • Drive standardization, automation and simplification to reduce technical debt and improve long-term scalability and maintainability. Project Governance, Risk & Change • Apply disciplined project governance, including charters, delivery plans, decision logs, RAID management, quality controls, stage gates and executive reporting. • Plan infrastructure deployments around operational constraints, maintenance windows and business continuity requirements, minimizing disruption to airport operations. • Lead project change management, implementation readiness, cutover planning, rollback planning and post-implementation review. • Identify and manage technical, operational, commercial, cybersecurity and delivery risks throughout the project lifecycle. • Ensure complete project documentation and a structured handover to operations, including support models, training, asset records, warranties, procedures and knowledge transfer. Commercial, Financial & Vendor Management • Develop business cases, cost estimates, procurement strategies and multi-year capital and operating budget forecasts for modernization initiatives. • Manage project budgets, forecasts, commitments, variances and financial reporting, taking timely corrective action when required. • Lead or support competitive procurements, statements of work, contract negotiations and vendor selection in partnership with Procurement and other stakeholders. • Hold vendors, consultants and implementation partners accountable for deliverables, quality, schedule, cost, safety, security and contractual performance. • Validate that proposed solutions provide sustainable value, appropriate lifecycle costs and clear business benefits. Stakeholder Engagement & Leadership • Partner with business leaders, airport operations, technology teams, cybersecurity, facilities, finance, procurement, project delivery teams and external partners to define needs and achieve outcomes. • Communicate complex technical decisions, trade-offs, risks and progress in clear business language for technical and non-technical audiences. • Lead cross-functional project teams and create clarity on roles, decisions, dependencies and expected results. • Build a delivery-focused culture that values accountability, collaboration, safety, customer impact and continuous improvement. • Coach and develop team members while balancing internal capability with specialized external expertise. You Have: Qualifications & Experience • 7+ years of progressive experience delivering technology infrastructure programs or complex projects, including leadership accountability for scope, budget, schedule, risk and outcomes. • Demonstrated experience modernizing enterprise networks, data centres, communication rooms, cloud or compute platforms, telecommunications, or related infrastructure in complex environments. • Experience leading infrastructure solution design, procurement, implementation, testing, commissioning and transition to operations. • Strong program and project management capability, including portfolio prioritization, governance, executive reporting, financial management and benefits realization. • Experience delivering technology change in mission-critical, highly available or regulated environments; airport, transportation or operational technology experience is an asset. • Working knowledge of cybersecurity, ITGC, NIST-aligned controls, disaster recovery, business continuity and technology risk management as they apply to infrastructure projects. • Strong commercial and vendor-management experience, including statements of work, procurement, contract performance and negotiation. • Proven ability to influence decisions and align diverse stakeholders without relying solely on direct authority. Preferred Education & Certifications • Bachelor's degree in technology, engineering, business or an appropriate discipline, or an equivalent combination of education and experience. • Project Management Professional (PMP) or comparable program or project management certification. • Relevant infrastructure, cloud, networking, cybersecurity or architecture certification, such as CCNP, Azure or AWS, VMware, CISSP or TOGAF. • ITIL Foundation or practical experience designing effective service transition and operational handover. Competencies • Strategic and systems thinking, with the ability to connect infrastructure investment decisions to business outcomes and risk reduction. • Strong project leadership, planning, prioritization, decision-making and problem-solving skills. • Clear, concise communication and strong facilitation, negotiation and stakeholder-management skills. • Ability to lead through ambiguity, manage competing priorities and maintain momentum across complex, multi-year initiatives. • Demonstrated financial acumen, business-case development and disciplined budget management. • High standards for quality, documentation, governance and delivery accountability. • Collaborative people leadership, coaching and team-development skills. • Ability to work independently and as part of a cross-functional team. • Ability to secure and maintain appropriate airport security clearance and an acceptable criminal record check. Work Environment & Conditions • Work is centred on project planning, stakeholder engagement, design reviews, procurement, implementation oversight and governance in an active airport environment. • Occasional evening, overnight or weekend work may be required for project cutovers, testing and commissioning during approved maintenance windows. • Limited escalation support may be required for issues directly related to active modernization projects or newly implemented solutions. • Regular collaboration with internal teams, third-party vendors, consultants and cross-functional project stakeholders is required. Key Outcomes: • Modernization Roadmap – A prioritized, funded and achievable infrastructure modernization roadmap is maintained and advanced. • Reliable Project Delivery – Projects achieve approved scope, schedule, budget, quality, security and operational-readiness objectives. • Reduced Technology Risk – Lifecycle risk, technical debt, capacity constraints and cybersecurity exposure are measurably reduced. • Operationally Ready Solutions – New infrastructure is thoroughly tested, documented and transitioned with clear ownership and support arrangements. • Business & Stakeholder Value – Modernization investments deliver practical benefits, transparent reporting and strong stakeholder confidence. • Commercial Value – Vendors and project resources are managed effectively, with disciplined financial control and sustainable lifecycle value.
