Senior Technical Writer / Executive Administrative & Governance Specialist

Position Overview

We are seeking a Senior Technical Writer / Executive Administrative & Governance Specialist to support a federal cybersecurity operations organization within the U.S. Department of Health and Human Services (HHS). This role combines technical writing, executive administrative support, cybersecurity governance coordination, and operational reporting. The ideal candidate is organized, proactive, and able to work independently in a fast-paced federal environment, translating complex technical information into clear, actionable products for senior Government leadership.

Key Responsibilities

  1. Executive Leadership and Senior Administrative Support
  • Provide executive administrative and documentation support to senior Government leadership. Prepare read-aheads, briefing packages, decision memoranda, talking points, and official correspondence. Coordinate executive meetings, agendas, decisions, and action items through completion. Track leadership priorities, assignments, and dependencies; maintain action trackers, decision logs, and schedules. Manage stakeholder communications, information requests, and data calls, handling sensitive information with discretion.
  1. Senior Technical Writing and Documentation Management
  • Author, edit, and maintain SOPs, governance documentation, technical reports, and process guides. Translate complex cybersecurity and operational concepts into clear documentation for executive and technical audiences. Develop standardized templates, forms, and workflows, and support SOP modernization. Establish document quality controls, version histories, review cycles, and approval records that meet Government standards.
  1. Cybersecurity Governance and Change Management Support
  • Support Enterprise Review Board (ERB) and Change Control Board (CCB) activities. Prepare agendas, read-ahead packages, change request summaries, voting materials, and meeting minutes. Coordinate change request intake, reviews, follow-ups, and decision documentation. Maintain change request trackers, governance records, and approval histories in ticketing and change management platforms. Coordinate electronic voting and follow-up actions, and identify governance process improvements.
  1. Executive Reporting, Performance Metrics, and Documentation
  • Develop weekly, monthly, quarterly, and ad hoc operational reports for senior leadership. Translate technical activities and milestones into concise, executive-ready reporting. Document and maintain cybersecurity Key Performance Indicators (KPIs), including definitions, ownership, cadence, baselines, and targets. Assist with executive scorecards, trend narratives, and dashboards, validating inputs with technical teams and analysts. Streamline recurring reporting and support reporting modernization.
  1. Operational Coordination and Stakeholder Engagement
  • Support recurring operational meetings, governance sessions, and working groups. Monitor designated correspondence channels and route requests for timely resolution. Coordinate with analysts, technical teams, Government stakeholders, and contractors. Maintain accurate records of decisions, assignments, dependencies, and deliverables.
  1. Audit, Compliance, and Knowledge Management Support
  • Assist with audit coordination, evidence collection, compliance documentation, and management responses. Maintain repositories of approved SOPs, governance records, and reports in line with records management and retention requirements. Identify documentation gaps and recommend improvements to processes, internal controls, and knowledge transfer. Ensure documentation aligns with federal policies and Government requirements.

Required Qualifications

  • Bachelor’s degree in English, Technical Communication, Business Administration, Information Systems, Cybersecurity, Public Administration, or a related field; equivalent experience may be considered.
  • Minimum 7 years of experience in technical writing, executive administrative support, governance coordination, or federal program operations.
  • Direct support experience with senior executives or Government leadership.
  • Advanced writing, editing, and proofreading skills, with experience developing executive briefings, SOPs, meeting minutes, and reports.
  • Ability to manage multiple priorities and deadlines with minimal supervision.
  • Advanced proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.
  • Experience maintaining action trackers, decision logs, and controlled records.
  • Excellent communication, organizational, and analytical skills, with strong attention to detail.
  • Ability to handle sensitive information and meet federal background investigation and suitability requirements.

Preferred Qualifications

  • Experience supporting HHS, a federal Office of the Chief Information Officer (OCIO), a cybersecurity operations organization, or a federal Program Management Office (PMO).
  • Familiarity with federal cybersecurity governance, NIST frameworks, and FISMA.
  • Experience with ERB/CCB activities, formal change management, or approval workflows.
  • Familiarity with ServiceNow, Remedy, SharePoint, or similar workflow systems, and with Power BI or other reporting tools.
  • Experience developing cybersecurity performance reports, KPI documentation, scorecards, or dashboards.
  • Experience with compliance data calls, audit readiness, and Government documentation reviews.

The actual base salary offered will be determined based on a variety of factors, including, but not limited to, the candidate’s relevant years and depth of experience, skills and qualifications, education, certifications, internal equity, and the specific requirements of the position. Candidates should not assume they will be offered the top of the posted range, as compensation is based on the individual qualifications and overall fit for the role.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
