The posting

This role grows noqodi's government and free-zone business: it wins new federal, emirate-level and free-zone entities, and keeps and grows the government accounts noqodi already serves. Government is noqodi's largest and most strategic segment, so protecting these relationships matters as much as adding new ones.

The Account Manager is the client's main point of contact at noqodi. They understand how each entity collects payments, propose the right noqodi solution, and see it through from first meeting to go-live and growth.

Key responsibilities

1. New business acquisition

• Build and work a pipeline of federal entities, Dubai Government departments, government entities in other emirates and free-zone authorities.

• Win new mandates for noqodi's payment collection services: payment gateway, POS, Pay by Link, wallet, direct debit and refunds and disbursements.

• Drive the onboarding of govt. entities onto noqodi’s platform, in line with noqodi's commitments.

• Offer free-zone authorities a solution for their own collections and, through them, noqodi's SME bundle (Business-in-a-Box) for the companies registered in the zone.

2. Existing account management

• Own the relationship with assigned government accounts and keep them with noqodi: zero loss of key accounts.

• Grow each account by adding payment methods, services and channels, and by moving more of its collections to noqodi.

• Hold regular account reviews with each entity: volumes, performance, issues and upcoming needs.

• Act as the escalation point for client issues, and work with Operations and Support until they are resolved.

3. Solutions, proposals and tenders

• Understand each entity's collection process, systems and regulations, and design the right solution with the Manager – Acquiring Business and Product.

• Prepare proposals, presentations and commercial offers, with pricing approved in line with noqodi's rate cards.

• Lead noqodi's responses to government tenders and RFPs.

4. Implementation and go-live

• Coordinate onboarding and integration with the client's IT team and noqodi's technical and operations teams.

• Track each project to go-live and make sure the entity starts transacting as planned.

• Follow up after launch on adoption, payment success rates and client satisfaction.

5. Market intelligence and reporting

• Track government digital-payment initiatives, new entities and changes in regulation and procurement.

• Share competitor activity and client feedback with the Manager – Acquiring Business and Business Intelligence.

• Keep the CRM up to date, and report pipeline, wins and account health every month.

Requirements

Education

• Bachelor's degree in Business, Finance, IT, Engineering or a related field.

Experience

• 5–8 years in sales, business development or account management with government clients.

• Experience in payments, banking, fintech or government technology services is strongly preferred.

• Track record of winning and growing government accounts in the UAE.

• Experience with government procurement, tenders and vendor registration.

• Existing relationships with federal, Dubai or Abu Dhabi government entities or free zones are a strong advantage.

Technical and payments knowledge

• How government entities collect fees and payments: online services, service centres, kiosks and smart channels.

• Payment products: payment gateway, POS, Pay by Link, wallets, direct debit and refunds.

• Understanding of card and wallet payments, settlement and reconciliation.

• Awareness of UAE digital-government programmes and payment platforms.

Skills

• Builds trust with senior government stakeholders; professional and well-presented.

• Strong communicator and presenter in Arabic and English, including formal written Arabic.

• Persistent and organised across long government sales cycles.

• Commercial judgement: balances client needs with noqodi's margins.

• Works well with technical, operations and product teams to deliver for the client.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
