En welke mogelijkheden heb je als gemeente als het feitelijke gebruik niet aansluit bij wat beleidsmatig gewenst is? Voor een gemeente in Noord-Holland zoeken we een ervaren Adviseur Wonen & Omgevingsrecht die precies dat gaat uitzoeken. Je krijgt de regie over een concreet onderzoek naar tweede woningen en vertaalt de uitkomsten naar juridische mogelijkheden, beleidskeuzes en helder bestuurlijk advies. Een afgebakende opdracht waarin jouw expertise in wonen, omgevingsrecht en gemeentelijke besluitvorming direct van waarde is. Over de rol (Jouw werk) Je begeleidt het onderzoek van begin tot eind. Toezichthouders voeren de feitelijke controles uit; jij bepaalt mede wat onderzocht moet worden, brengt de resultaten bij elkaar en maakt vooral duidelijk wat de gemeente vervolgens met die inzichten kan doen. Concreet ga je: - regie voeren over het onderzoek naar het feitelijke gebruik van tweede woningen; - bepalen welke informatie nodig is en hoe het onderzoek wordt ingericht; - bevindingen uit controles van toezichthouders analyseren en duiden; - juridische en beleidsmatige instrumenten onderzoeken waarmee de gemeente kan sturen op het gebruik van woningen; - verschillende beleidsrichtingen naast elkaar zetten en de consequenties inzichtelijk maken; - adviseren over de betekenis van de onderzoeksresultaten voor bestaand en toekomstig beleid; - onderzoeken in hoeverre de gemeente ongewenste verhuur of ander gebruik kan tegengaan; - de vertaalslag maken van inhoudelijk onderzoek naar heldere bestuurlijke advisering; - één of meerdere raadsinformatiebrieven opstellen; - de bestuurlijke terugkoppeling richting onder andere de burgemeester verzorgen; - een raadsinformatieavond voorbereiden en/of hier inhoudelijk aan bijdragen.
