In het kort: Je gaat als kwartiermaker IV/ICT de ontvlechting en transitie van het IV/ICT-landschap vormgeven, de run en change aansturen, het ICT-team leiden en de directie strategisch adviseren in een complexe overheidsomgeving. Behoefte Beschrijving probleemstelling Sinds 1 januari 2026 is Stichting Waternet gesplitst in AGV, ARW en Drinkwater. De IV/ICT (IT en OT) dienstverlening is nog niet gesplitst, deze wordt door de Gezamenlijke Dienst uitgevoerd voor de 3 onderdelen. - De bestuurlijke afspraak is dat de GD is ontvlochten op 31 december 2028. Begin 2026 is in een strategisch plan vastgelegd op welke manier (hoofdlijnen) deze ontvlechting vorm krijgt. De resultante moet zijn dat er 3 onafhankelijke ICT omgevingen zijn eind 2028. - Parallel hieraan wordt met Amsterdam gekeken naar de mogelijkheid of de ontvlechting van de IV/ICT ook sneller en efficiënter kan. Er loopt op dit punt een onderzoek dat in november duidelijkheid moet scheppen over de mogelijkheden. - De druk binnen de GD is groot (run/change/ontvlechting), medewerkers van de GD weten al bij welke organisatie zij na de ontvlechting gaan landen en de organisatie is sterk in continuïteit maar zoekende naar een goede manier van transitie en tenslotte is de veelheid aan systemen en afhankelijkheden complex. Beschrijving behoefte De Kwartiermaker is samen met ARW en Amsterdam verantwoordelijk voor de stapsgewijze transitie van de IV/ICT omgeving naar Amsterdam. Dit is nadrukkelijk niet alleen een technisch vraagstuk maar ook een organisatieveranderings vraagstuk in een omgeving die volop in beweging en ontwikkeling is. Een complexe en uitdagende opgave waar je echt verschil kunt maken! Concreet is je uitdaging als kwartiermaker om - In overleg met Amsterdam en de GD zorg te dragen voor een haalbaar ontvlechtings en invlechtingstraject naar Amsterdam. Daarmee gaat het dus zowel om een splitsing van de ICT diensten als om een transitie van het ICT landschap van ARW naar de Gemeente Amsterdam. - in over.
