De vraag is dan niet alleen of het systeem technisch werkt, maar vooral of het nog goed aansluit op hoe er dagelijks wordt gewerkt. Veel gemeenten merken dat hun VTH-applicatie na verloop van tijd minder goed aansluit op de uitvoering. Medewerkers werken deels buiten het systeem om, processen worden verschillend toegepast of overdrachten lopen vast.
