Lokaal bestuur Buggenhout werft aan: Beleidsmedewerker (A4a-A4b) Een voltijdse functie voor onmiddellijke indiensttreding en voor de aanleg van een wervingsreserve. Ben jij een strategische denker met ervaring in beleidsontwikkeling en organisatiebeheersing? Wil je mee richting geven aan de toekomst van Buggenhout en een sleutelrol opnemen binnen het managementteam? Dan ben jij misschien de beleidsmedewerker die wij zoeken.

Functieomschrijving

Als beleidsmedewerker maak je deel uit van het managementteam en werk je onder de leiding van de algemeen directeur. Je ondersteunt het bestuur, het managementteam en de algemeen directeur bij de voorbereiding, ontwikkeling, uitvoering en evaluatie van het beleid. Daarnaast begeleid je organisatiebrede projecten, werk je mee aan organisatiebeheersing en sta je in voor de opvolging van de gemeentelijke onderwijsinstellingen.

Dit omvat onder meer de volgende concrete taken:

  • Beleidsvoorbereidende, beleidsadviserende en beleidsuitvoerende taken op vraag van één van de bestuursorganen of de algemeen directeur
  • Samen met de algemeen directeur en het managementteam waken over de efficiënte en effectieve vertaling van de strategische visie in operationele doelstellingen; regelmatig aftoetsen van de strategische visie aan de realiteit en aanpassen waar nodig
  • Evalueren van de effecten van het gevoerde beleid met het oog op eventuele vernieuwing
  • Instaan voor de voorbereiding, opmaak, implementatie en opvolging van een gedragen beleidscyclus bestaande uit een organisatievisie en -missie, omgevingsanalyse, (aanpassing) meerjarenplan, jaarrekening Voorstellen of adviezen formuleren om het beleid te verbeteren en te professionaliseren
  • Deelnemen, voorbereiden en opvolgen van de taken en opdrachten van het managementteam: opmaken agenda en verslag, …
  • Mee bewaken van de eenheid in werking, kwaliteit van de organisatie en de werking van de gemeentelijke diensten
  • Signaleren van problemen en gezamenlijk uitwerken van oplossingen
  • Suggesties formuleren en projecten initiëren en opvolgen m.b.t. de optimalisering van de werking van de afdelingen
  • Instaan voor de implementatie, bewaken en optimaliseren van de projectwerking in de organisatie
  • Signaleren van noden, behoeften en tekorten vastgesteld tijdens het werken met de diverse afdelingen, diensten en medewerkers
  • Een masterdiploma, bij voorkeur functiegericht.
  • Minstens 3 jaar relevante beroepservaring in beleidsmatig werken.
  • Ervaring in een gelijkaardige functie is een extra troef.
